38. RESOLUTION APPROVING A COMPREHENSIVE MEMORANDUM OF\nUNDERSTANDING (MOU) WITH THE ALHAMBRA POLICE MANAGEMENT\nASSOCIATION (APMA) AND APPROVING REVISED AND UPDATED CLASS\nSPECIFICATIONS FOR ASSISTANT POLICE CHIEF AND POLICE LIEUTENANT –\nF2M24-2, R2M24-33, C2M11-32\n20\n7-22-24\nThe City Council previously adopted a MOU with the APMA for the period of April\n16, 2020 through June 30, 2026. Since then, City representatives and APMA\nmembers have met and conferred over various updates, revisions and clarifications to\nMOU language that has been memorialized and approved by the City Council in the form\nof first, second, third and fourth Side Letters of Agreement with the APMA. The\ncomprehensive MOU presented and outlined in the July 22, 2024 report by the Director of\nHuman Resources & Risk Management memorializes the consolidation of all previously\napproved and agreed upon updates, revisions and clarifications. Additionally, City\nrepresentatives presented revised and updated class specifications which includes\nmandated legal updates for the job requirements of Police Officers, which impact the job\nrequirements of Assistant Police Chief and Police Lieutenant. A resolution approving the\nrevisions and updates memorializing the comprehensive MOU and class specifications for\nAssistant Police Chief and Police Lieutenant is required.\nRecommended Action: City Council adopt Resolution No. R2M24-33 entitled: A\nResolution of the Alhambra City Council approving a Comprehensive Memorandum of\nUnderstanding with the Alhambra Police Management Association and approving revised\nand updated Class Specifications for Assistant Police Chief and Police Lieutenant; and,\ndirect staff to undertake the steps necessary to finalize Council’s action.
