26. RESOLUTION APPROVING THE TRANSFER AGREEMENT BETWEEN THE CITY OF\nALHAMBRA AND THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT FOR\nTHE SAFE CLEAN WATER PROGRAM FUNDS FOR THE MUNICIPAL PROGRAM –\nF2M20-21, R2M24-27, M2M24-129\nPursuant to the Los Angeles Region Safe Clean Water (SCW) Program ordinance\n(Chapter 16 of the Los Angeles County Flood Control District Code) and the SCW\nProgram Implementation Ordinance (Chapter 18 of the Los Angeles County Flood\nControl District Code), the District administers the SCW Program for the purpose of\nfunding projects and programs to increase stormwater and urban runoff capture and\nreduce stormwater and urban runoff pollution in the District. Prior to receipt of SCW\nProgram funds, municipalities must enter into an agreement with the District to transfer\nfunds. The current agreement expired June 30, 2024. The District will disperse the SCW\nProgram payment for the 2024-25 fiscal year within 45 days of the signed executed\nagreement or within 14 days of the District’s receipt of the Annual Plan, whichever comes\nlater. This agreement will expire at the end of the 2028-29 fiscal year. The County of Los\nAngeles Board of Supervisors has approved a standard template agreement for the\ntransfer of SCW Program funds to municipalities. Up to 30% of these funds will be used\nto offset the cost of current stormwater programs. The remaining 70% can be used for the\nconstruction of new stormwater projects, such as the stormwater diversion and infiltration\nprojects identified in the Stormwater Master Plan.\nRecommended Action: City Council approve the Transfer Agreement between\nthe City of Alhambra and the Los Angeles Flood Control District (District) for\ndistribution of Municipal Funds through the Safe Clean Water (SCW) Program; adopt\nauthorizing Resolution No. R2M24-27 entitled: A Resolution of the City Council of the\nCity of Alhambra approving the Transfer Agreement between the City of Alhambra and\nthe Los Angeles County Flood Control District for the Safe Clean Water Program Funds\nfor the Municipal Program enabling the execution of Municipal Program Transfer\nAgreement; and. direct and authorize staff to undertake the steps necessary to finalize the\nCouncil’s action.
