40. Los Angeles River Grant of Easements Parcels\nRecommendation: Acting as the Governing Body of the County Flood Control\nDistrict (District), find that the grant of easements for highway, temporary\naccess, and construction purposes affecting Parcels 1637, 2249, 2250, 2255,\n2270, 2271, and 2282 (Parcels) related to the Los Angeles River in the City of\nLong Beach (4), and the subsequent use of said easements will not interfere or\nbe inconsistent with the primary use and purposes of the affected parcels by\nthe District; approve the grant of easements for highway, temporary access,\nand construction purposes affecting the Parcels related to the Los Angeles\nRiver in the City of Long Beach, from the District to the State for the Los\nAngeles River Seismic Retrofit project; authorize the Chief Engineer of the\nDistrict to negotiate and execute the necessary documents and authorize\ndelivery to the State; and find that the Los Angeles River Seismic Retrofit project\nis exempt from the California Environmental Quality Act.
