80. County Code, Charter Amendment\nOrdinance for introduction calling for a special election to be held on November\n5, 2024, for the purpose of voting upon an amendment to the Charter of the\nCounty that would by 2026, require all items of business of the Board be on the\nposted agenda at least 120 hours before a regular meeting; by 2026, establish\nan independent Los Angeles County Ethics Commission, an Office of Ethics\nCompliance and the position of Ethics Compliance Officer; by 2028, establish\nthe office of an elected County Executive, the position of Director of Budget\nand Management, and the position of County Legislative Analyst; expand the\nmembership of the Board of Supervisors from five to nine following the 2030\nredistricting process; establish a Governance Reform Task Force and Charter\nReview Commission; authorize the suspension, with or without pay, of an\nelective County officer who has been criminally charged with a felony related to\na violation of official duties; prohibit former County officials for a minimum of\ntwo years after leaving County service from lobbying the County; require the\npresentation of Department budgets during a public meeting; be funded with\nexisting County funding sources and result in no additional costs to, or taxes\nimposed on taxpayers, with any implementation costs to be offset by cost\nsavings, as determined through the annual County budgeting process; and\ndirects the consolidation of the Special Election with the Statewide General\nElection, to be held on the same day.
