3. Gender-Based Violence Prevention Initiative\nRecommendation as submitted by Supervisor Horvath: Instruct the Director of\nPublic Health, through its Office of Violence Prevention, in collaboration with the\nExecutive Officer of the Board, and County Departments Heads, to adopt the\nrecommendations outlined in the Chief Executive Officer’s July 1, 2024 report,\nentitled “Establishing a Gender-Based Violence Work Group,” including the\nfollowing:\nContinuing to engage and consult with the Los Angeles County\nDomestic Violence Council, the Los Angeles County Office of\nWomen’s Health, the Los Angeles County Sexual Assault Council, the\nLos Angeles County LGBTQ+ Commission, survivors, and nonprofit,\nlegal, community, and academic experts;\nRevising the Gender Based Violence (GBV) definition to “ violent acts\nor a pattern of acts of assault, threats, humiliation, and intimidation\nor other abuses that are used to harm, punish, or frighten due to a\nperson’s identified or perceived gender or sexual identity, GBV\nincludes, but is not limited to, psychological, emotional and/or\nfinancial abuse, domestic violence, intimate partner violence,\ngendered cyber abuses, sexual harassment, sexual assault and\nexploitation, trafficking, homophobic and transphobic abuses;”\nRevising the Primary Prevention definition to “ providing whole\npopulation support and resources to everyone, regardless of level of\nrisk, that aims in order to prevent unhealthy or unsafe behaviors\nbefore they occur.”; and\nConvening the monthly Gender-Based Violence deputy meetings to\nbe coordinated by the Office of Violence Prevention, with the\nExecutive Officer’s support, upon the hiring of the GBV staff; and\nInstruct the Director of Public Health, through its Office of Violence Prevention,\nto report back to the Board in writing bi-annually on the status of the GBV work,\nincluding accomplishments, challenges, opportunities and additional resource\nand funding needs, as applicable.
