36. Fixed-Route Shuttle Services in the Communities of Avocado Heights,\nBassett, West Valinda, East Valinda, Florence-Firestone/Walnut Park, and\nBaldwin Hills Services Contracts\nRecommendation: Find that fixed-route shuttle services can be more\neconomically performed by an independent contractor; award and instruct the\nChair to execute two contracts to MV Transportation, Inc., for fixed-route shuttle\nservices, for a period of one-year with four one-year and six month-to-month\nextension options, for a maximum potential contract term of 66 months and a\nmaximum potential contract amount of $6,539,051 for Avocado Heights,\nBassett, West Valinda, and East Valinda routes and $6,380,034 for\nFlorence-Firestone/Walnut Park and Baldwin Hills routes (1, 2 and 4); authorize\nthe Director of Public Works to exercise the extension options if, in the opinion\nof the Director, MV Transportation, Inc., has successfully performed during the\nprevious contract period, and the services are still required, approve and\nexecute amendments to incorporate necessary changes within the scope of\nwork, suspend and/or terminate the contracts for convenience if it is in the best\ninterest of the County, and annually increase the contract amount up to an\nadditional 10% of the annual contract amount, which is included in the\nmaximum potential contract amount for unforeseen additional work within the\nscope of the contract, if required; and find that the contract work is exempt from\nthe California Environmental Quality Act.
