20. Department of Public Social Services Lease Agreement\nRecommendation: Authorize the Chief Executive Officer to execute a proposed\nnine-year lease with Sonnenblick Del Rio Norwalk LLC, a Delaware limited\nliability company (Landlord), for approximately 68,840 sq ft of office space, and\n275 on-site parking spaces, located at 12440 Imperial Highway, Suites 115 and\n300, in the City of Norwalk (4), to be occupied by the Department of Public\nSocial Services (DPSS), the estimated maximum first year base rental amount\nis $1,529,000, but with a one-month rent abatement of $127,354 and an\nadditional rent credit of $142,470, will be approximately $1,259,000, the\nestimated total proposed lease cost, including costs for parking, tenant\nimprovements (TI) and acquisition and installation of telephone, data, and\nlow-voltage systems and vendor installation (Low-Voltage Items) is $22,460,000\nover the nine-year term, the rental costs will be funded by 80.11% State and\nFederal funds and 19.89% Net County Cost that is already included in DPSS’\nexisting budget; authorize the Chief Executive Officer to reimburse the Landlord\nup to $2,410,000 for the County’s TI contribution, to be paid in a lump sum;\nauthorize the Director of Public Social Services to contract with the Director of\nInternal Services, in coordination with the Chief Executive Officer, for the\nLow-Voltage Items at a total amount not to exceed $5,367,000 paid in a lump\nsum, the cost for the Low-Voltage Items is in addition to the rental costs and the\nCounty’s TI contribution payable to the Landlord; authorize the Chief Executive\nOfficer to execute any other ancillary documentation necessary to effectuate\nthe terms of the proposed lease, and take actions necessary and appropriate to\nimplement the proposed lease including, without limitation, exercising any early\ntermination rights; and find that the proposed lease is exempt from the\nCalifornia Environmental Quality Act.
