17. Safeguarding Older Adults from Scamming Practices and Financial Abuse\nRecommendation as submitted by Supervisor Solis: Instruct the Directors of\nAging and Disabilities and Consumer and Business Affairs to host a community\nengagement campaign to educate residents on scamming practices and elder\nabuse, with the engagement campaign to include the following:\nA series of informational workshops in multiple languages located at\nsenior centers and community centers across the County informing older\nadults of best practices to detect and protect themselves against financial\nabuse and fraud, prioritizing areas with high incidence of elder abuse\nshould be prioritized, with at least one event in each Supervisorial District\nwithin 210 days of passage of this motion;\nAn awareness campaign including elder education programs, caregiver\ntraining, and promotion of fraud hotlines and County resources;\nCollaboration on the creation of elder advocacy groups, dedicated to\nelder rights and protection against financial abuse;\nOutreach to local municipal entities, including neighborhood watch\ngroups, to inform them of how neighbors and local businesses can\nsafeguard elderly residents in their communities; and\nInstruct the Director of Aging and Disabilities, in partnership with the Director of\nConsumer and Business Affairs, to collaborate with managed care plans to\nadvocate for and develop enhanced screening processes for Medi-Cal\nproviders to prevent fraudulent entities from participating; and instruct the\nDirectors of Aging and Disabilities and Consumer and Business Affairs to\nreport back to the Board in writing in 60 days on the results of the above\ndirectives.
