29. Refugee Employment and Acculturation Services Master Agreement\nRecommendation: Authorize the Director of Public Social Services to execute a\nMaster Agreement (MA) with Catholic Charities of Los Angeles, International\nInstitute of Los Angeles, and JVS SoCal for the provision of Refugee\nEmployment and Acculturation Services (REAS), effective November 1, 2024\nthrough October 31, 2027, the Director will notify the Board within 10 business\ndays after execution; extend the MA for two additional one-year periods, and\nthe Director will notify the Board within 10 business days after executing such\namendments; and authorize the Director to take the following actions:\n(Department of Public Social Services) APPROVE\nAward a REAS MA to additional agencies during the three-year period,\nand any extension periods, provided that such agencies meet all\nminimum qualifications outlined in the initial Request for Statement of\nQualifications dated December 20, 2023, there is an additional need for\nREAS, and the Director notifies the Board in writing within 10 business\ndays after each execution;\nAward Service Requisitions (SRs) for REAS to agencies with an MA as\nneeded, the Director will notify the Board within 10 business days after\neach execution, the total cost for services under the SRs is to be\ndetermined based on annual REAS allocations, and estimated annual\ncost for subsequent fiscal years will be included in the Department of\nPublic Social Services’ budget requests;\nExecute amendments to the MA and/or SRs to increase the maximum\ncontract amount to include additional funds as appropriated by the Board\nand as appropriated by Federal and State allocations during the\nthree-year period and any extension periods, and the Director will notify\nthe Board within 10 business days after executing such amendments;\nExecute amendments to the MA and/or SRs for instances which affect\nthe scope of work, contract term, contract amount, payment terms, or\nany other term or condition, additions and/or changes required by the\nBoard, changes to be in compliance with applicable Federal, State, and\nCounty regulations, increases or decreases of no more than 10% of the\ntotal SR amounts based on contractor’s performance, County needs,\nand/or funding availability, and the Director will notify the Board within 10\nbusiness days of executing such amendments; and\nSuspend or terminate the REAS MA and/or SRs on behalf of the County\nin accordance with the applicable provisions in the respective\nagreements, and the Director will notify the Board at least 10 days in\nadvance of executing terminations.
