38. On-Call Engineering Design and Support Services Agreements\nRecommendation: Award and authorize the Director of Public Works to execute\nconsultant services agreements with the following firms: one small-sized firm,\nVCA Engineers, Inc.; three medium-sized firms, CASC Engineering and\nConsulting, Inc., CWE, and DRP Engineering, Inc.; and three large-sized\nfirms, KPFF, Inc., Michael Baker International, and T.Y. Lin International, for\nthe provision of on-call engineering design and support services, for an initial\nthree-year term with two one-year extension options for a total maximum\ncontract term of five years, and a total aggregate not-to-exceed program\namount of $30,000,000 across all seven agreements for the maximum five-year\nterm, these consultant services agreements will be subject to the additional\nextension provisions; find that the proposed actions are not a project under the\nCalifornia Environmental Quality Act; and authorize the Director to take the\nfollowing actions: (Department of Public Works) APPROVE\nAuthorize additional services and extend the contract expiration date for\neach of the seven agreements, as necessary, to complete those\nadditional services when they are previously unforeseen, related to a\npreviously assigned scope of work on a given project, and are necessary\nfor the completion of that given project.\nSupplement the initial not-to exceed program amount by up to 10% of the\noriginal program amount based on workload requirements, the aggregate\nprogram amount of such amendments shall not exceed 25% of the\noriginal program amount; and\nAdminister each of the agreements and, at the discretion of the Director,\nexercise the extension options based upon project demands and the level\nof satisfaction with the services provided with no change to the initial\nnot-to-exceed program amount, and suspend and/or terminate the\ncontracts for convenience, if it is in the best interest of the County.\n(24-2880)
