10. Accountability for Programming at Los Padrinos Juvenile Hall\nRecommendation as submitted by Supervisor Hahn: Instruct the\nAuditor-Controller, in collaboration with the Chief Probation Officer, the Director\nof Youth Development, and other relevant County Departments and partners, to\nevaluate the Probation Department’s processes and controls for overseeing,\nmonitoring, and reporting on calendared youth programs and activities at Los\nPadrinos Juvenile Hall, and report back to the Board in writing in 60 days,\nincluding an interim report in 30 days, with the evaluation and recommendations\nincluding, but not be limited to the following:\nA review and analysis of the process/procedure for documenting when\nprogram facilitators enter the facility;\nA review and analysis of the process/procedure for documenting youth\nwho participate in programs within the facility at the start of each\nprogram, including scheduled programs provided by the Probation\nDepartment and the Department of Mental Health;\nA review and analysis of the Probation Department’s internal monitoring\nsystem and management controls to ensure that programs are being\ndelivered in alignment with the calendar and applicable laws, policies,\nand agreements, and that program attendance, length, and outcomes are\naccurately reported to oversight entities;\nA review and analysis of the calendar creation process/procedure,\nincluding how the Probation Department collaborates and communicates\nwith service providers, including County partners and contracted\ncommunity-based organizations;\nA review and analysis of the Probation Department’s training procedures\nfor current and new employees to ensure programs are being properly\nadministered, supervised, and documented;\nA review and analysis of the Corrective Action Plan being submitted by\nthe Probation Department to the Board of State and Community\nCorrections (BSCC) in response to the BSCC notice of noncompliance\nsubmitted to the Probation Department on June 28, 2024; and\nRecommendations on how to streamline and improve program\ncoordination, delivery, and monitoring so that program delivery is\nconsistent with the scheduled calendar, with the recommendations to\nconsider recent changes and improvements made at Barry J. Nidorf\nSecure Youth Treatment Facility to improve programming fidelity; and\nInstruct the Auditor-Controller to conduct a follow-up review at Los Padrinos\nJuvenile Hall four months after publishing the aforementioned report, to examine\nhow the Probation Department has considered and applied the\nAuditor-Controller’s recommendations, and report back to the Board in writing\non the results of their changes.
