13. Developing a Countywide Strategy for Addressing Encampments After\nGrants Pass\nRecommendation as submitted by Supervisors Solis and Horvath: Instruct the\nExecutive Director of the Homeless Initiative, Chief Executive Office, in\ncollaboration with the Chief Executive Officer of the Los Angeles Homeless\nServices Authority and the Sheriff, to take the following actions:\nAffirm the County’s Care First approach to encampment resolution;\nClarify that the County jails will not be used to hold people arrested due to\nenforcement of anti-camping ordinances;\nCirculate the County’s encampment resolution guidelines, including the\nrole of each agency involved, to cities, Councils of Governments, and\nother local jurisdiction partners throughout the County;\nWork in partnership with the Los Angeles County Executive Committee\nfor Regional Homeless Alignment to lead a convening of cities with the\ngoal of minimizing disparate impact of the City of Grants Pass v.\nJohnson ruling across all the jurisdictions in the County;\nIdentify opportunities to expand the County’s partnerships with cities to\naddress encampments through shelter, resources, and regional\ncoordination;\nMonitor data from the HEARS system and from the Los Angeles\nHomeless Services Authority and the Homeless Outreach Sheriff Team to\ndetermine any impact to the number of encampments in unincorporated\nareas of the County; and\nReport back to the Board in 120 days at a future Board meeting during a\n“Report on the County’s Implementation of the People Experiencing\nHomelessness Missions” homelessness emergency update on the\noutcomes of the above and any recommendations to better address\nencampments, cross-jurisdictional coordination, and policy alignment\nacross the County.
