2. ORDINANCE NO. 2024-02 AMENDING TITLE 13 (PLANNING, ZONING 24-277\nAND DEVELOPMENT) OF THE COSTA MESA MUNICIPAL CODE TO\nESTABLISH AFFORDABLE HOUSING REQUIREMENTS FOR NEW\nRESIDENTIAL DEVELOPMENT PROJECTS, AND A FEE\nRESOLUTION TO ESTABLISH THE AFFORDABLE HOUSING IN-LIEU\nFEE SCHEDULE\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Find that the adoption of Ordinance No. 2024-02 is exempt from the\nCalifornia Environmental Quality Act (CEQA) per CEQA Guidelines Section\n15061(b)(3), General Rule in that the Affordable Housing Ordinance and\nsubsequent Affordable Housing In-Lieu Fee will not have a significant impact\non the environment.\n2. Adopt Ordinance No. 2024-02, approving the Affordable Housing Ordinance\nand amending Title 13 to establish the affordable housing requirements for\ncertain new residential development projects or make changes to Ordinance\nNo. 2024-02 and give it a new first reading.\n3.
