15. 23-227 City Council: Staff recommends that the City Council approve a\nProfessional Services Agreement (PSA) with Vista Community\nClinic (VCC), in the amount of $83,136, for the Project REACH\nProgram at the Libby Lake Community Center, effective July\n1, 2024, through June 30, 2025; and authorize the City\nManager to execute the agreement upon receipt of all\nsupporting documents.
