5. Ballot Measure to Reauthorize the Town's Existing Voter Approved Measure Y,\nTransaction and Use Sales Tax\nRecommendation:\n1. Adopt Resolution No. 24-31 calling an election to be\nconsolidated with the November 5, 2024 statewide election to\nsubmit to the voters of the Town a ballot measure to\nreauthorize the Town’s existing transactions and use tax (sales\ntax).\n2. Compliance with CEQA. The Town Council finds and determines\nthat this activity is not a “Project” as defined under Section\n15378(b)(4) of the California Environmental Quality Act (CEQA)\nGuidelines because it is a financing decision without\ncommitment to a specific project that may result in a potentially\nsignificant physical impact on the environment; therefore,\npursuant to Section 15060(c)(3) of the State CEQA Guidelines,\nthe actions proposed are not subject to CEQA.\nRESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YUCCA VALLEY\nCALLING AN ELECTION IN THE TOWN OF YUCCA VALLEY TO BE\nCONSOLIDATED WITH THE TOWN’S NEXT GENERAL MUNICIPAL\nELECTION ON NOVEMBER 5, 2024 AND SUBMITTING TO THE ELECTORS\nA BALLOT MEASURE TO CONTINUE THE TOWN’S TRANSACTIONS AND\nUSE TAX BY AMENDING YUCCA VALLEY MUNICIPAL CODE CHAPTER\n3.26, ESTABLISHING THE POLICIES AND PROCEDURES FOR SUCH AN\nELECTION, REQUESTING THAT SAN BERNARDINO COUNTY PROVIDE\nELECTION SERVICES; AND DIRECTING THE TOWN ATTORNEY TO\nPREPARE AN IMPARTIAL ANALYSIS\nAN ORDINANCE OF THE TOWN OF YUCCA VALLEY, CALIFORNIA,\nAMENDING CHAPTER 3.26 OF THE YUCCA VALLEY MUNICIPAL CODE TO\nCONTINUE THE TOWN’S TRANSACTIONS AND USE TAX UNTIL ENDED BY\nVOTERS
