3.6 APPROVAL OF SPECIFICATIONS AND CONTRACT DOCUMENTS FOR\nTHE FISCAL YEAR 2022-23 ANNUAL STREET REHABILITATION AND\nSLURRY SEAL PROJECT\nACTION:\n1) Approve a budget adjustment transferring a total of $5,460,000 from Road\nMaintenance and Rehabilitation, Gas Tax, and M2 Fairshare funds to Fiscal\nYear 2022-23 Annual Street Rehabilitation and Slurry Seal Capital\nImprovement Program project 312301.\n2) Approve the construction plans, specifications and contract documents for\nthe Fiscal Year 2022-23 Annual Street Rehabilitation and Slurry Seal Capital\nImprovement Project 312301.\n3) Approve the Engineer's Estimate, Construction Contingency, and Project\nFunding Summary.\n4) Authorize the City Manager to execute the Reimbursement Agreement with\nIrvine Ranch Water District for installation and adjustment of facilities within\nthe project area.\n5) Authorize staff to solicit competitive bids and award the construction\ncontract to the lowest responsive and responsible bidder in accordance with\nthe City's purchasing policies and procedures, within the approved project\nbudget.\n3.6
