14. 23-226 City Council: Staff recommends that the City Council approve a\nProfessional Services Agreement (PSA) with Vista Community\nClinic (VCC), in the amount of $72,052, for the Project REACH\nProgram at the Joe Balderrama Recreation Center located at\n709 San Diego Street; and authorize the City Manager to\nexecute the agreement upon receipt of all supporting\ndocuments.
