8. Award the construction contract to the lowest responsible bidder, TB High Performance Construction Inc.,\nin the amount of $448,779, for the Haskett Library Makerspace Tenant Improvement Project; authorize\nthe Director of Public Works to execute the contract and related documents and to take the necessary\nactions to implement and administer the contract; determine that the project is categorically exempt\nunder the California Environmental Quality Act (CEQA) pursuant to Class 1 (Existing Facilities) of\nSection 15301 of Title 14 of the California Code of Regulations; and direct and authorize the Finance\nDirector to execute the Escrow Agreement pertaining to contract retentions.
