E. Federal Legislative Advocacy Services — David Turch & Associates\nOn September 24, 2019, the City of Rosemead approved a Professional Services\nAgreement with David Turch & Associates (" DT& A") for federal legislative\nadvocacy services for a three- year period, approving two additional one- year\nrenewals. The agreement is set to expire September 24, 2024. Retaining the firm\nwould continue to help the City identify, pursue, and protect essential federal\nprogram funding, and provide grant services, including working with the city to\nsubmit successful federal grant applications. DT& A provides comprehensive\nstrategic planning, federal grant opportunities, legislative goal setting,\nintergovernmental liaison and political analyses. DT& A would also work to support\nor oppose legislation, regulations, and policy that would either benefit or harm the\nCity or its residents and foster or enhance relationships with members of Congress\nand Executive Agency officials.\nRecommendation: That the City Council approve, authorize, and direct the\nCity Manager to enter into a three- year agreement with two, 1 - year options with\nDavid Turch & Associates for federal legislative advocacy services, in an amount\nnot -to -exceed $ 66, 000 annually.\n4
