A. Public Hearing on Consideration of a Municipal Code Amendment to the City of\nRosemead Floodplain Management Section, and Introduce for First Reading\nOrdinance No. 1022\nThe City of Rosemead is a participant in the National Flood Insurance Program that\nenables property owners in participating communities to purchase insurance\nprotection against losses from flooding and mudflow damage. Furthermore, the\nCity of Rosemead is in the process of updating its Local Hazard Mitigation Plan\nLHMP) for approval by the California Governor' s Office of Emergency Services\nCalOES) and the Federal Emergency Management Agency. The purpose of the\nLHMP is to provide hazard, vulnerability, and mitigation information; to ensure that\nlocal hazard mitigation planning is coordinated to the greatest extent feasible; and to\nensure that local jurisdictions are made aware of the local hazards and vulnerabilities\nwithin their jurisdiction and to develop strategies to reduce those vulnerabilities.\nAs part of the updated draft LHMP, CalOES requested that the City of Rosemead\nupdate its Municipal Code to incorporate " substantial improvement and substantial\ndamage" provisions consistent with the State of California Model Floodplain\nManagement Ordinance language as administered by the California Department of\nWater Resources ( DWR). Delays in the approval of the LHMP could result in the\nloss of Federal funding in the event of a disaster or emergency.\nRecommendation: That the City Council take the following actions:\n1. Conduct a public hearing and receive public testimony; and\n2. B. Tree Maintenance Services — Award of Contract to West Coast Arborists, Inc.\nThe City' s existing contract for tree maintenance services with West Coast Arborist\nInc. will expire on September 10, 2024. The scope of work for this contract includes\nannual tree trimming, service request trimming, tree removal and replacement,\nemergency response and the maintenance of a GIS based tree inventory. The new\ncontract will include a 3 -year grid trim cycle and as needed services as requested by\nthe City. A Request for Proposals was posted to the City' s PlanetBids vendor portal\non July 3, 2024. Eight proposals were received on July 24, 2024. Staff reviewed the\nproposals for completeness, understanding of scope of work, quality of support\nfacilities, experience and cost.\nRecommendation: That the City Council authorize the City Manager to execute\na thirty- four ( 34) month contract with West Coast Arborists, Inc. in the amount\nof $223, 000 per fiscal year through June 30, 2027, with the option for up to two\none- year extensions.\n3

Federal Legislative Advocacy Day — September 17 — 19, 2024 in Washington, DC\nThe City' s Federal lobbyist David Turch & Associates is coordinating afederal lobby\nday for the month of September when the Senate and the House of Representatives\nwill be in session. Visiting while representatives are in session provides the\nmaximum opportunity to meet with them face- to- face. The intent is to conduct\nmeetings to discuss topics on Transportation, Public Safety, Economic Development,\nHousing, and various issues affecting the City of Rosemead. The City Council will\nconsider authorizing the attendance of any Council Member and City staff who\nwishes to attend a Federal Legislative Advocacy Day in Washington, DC\non September 17- 19, 2024.\nRecommendation: That the City Council authorize the attendance, at City expense,\nof any Council Member and City staff interested in attending a Federal Legislative\nAdvocacy Day in Washington, DC on September 17- 19, 2024.

National League of Cities 2024 City Summit Conference — November 13- 16, 2024,\nin Tampa Bay, FL\nThe City Council will consider authorizing the attendance of any Council Member\nand City staff who wishes to attend the 2024 National League of Cities City Summit\nConference in Tampa Bay, Florida from November 13- 16, 2024.\nRecommendation: That the City Council authorize the attendance and finance of\nany Council Member and City staff that attends the National League of Cities 2024\nCity Summit Conference in Tampa Bay, Florida from November 13- 16, 2024.

E. Federal Legislative Advocacy Services — David Turch & Associates\nOn September 24, 2019, the City of Rosemead approved a Professional Services\nAgreement with David Turch & Associates (" DT& A") for federal legislative\nadvocacy services for a three- year period, approving two additional one- year\nrenewals. The agreement is set to expire September 24, 2024. Retaining the firm\nwould continue to help the City identify, pursue, and protect essential federal\nprogram funding, and provide grant services, including working with the city to\nsubmit successful federal grant applications. DT& A provides comprehensive\nstrategic planning, federal grant opportunities, legislative goal setting,\nintergovernmental liaison and political analyses. DT& A would also work to support\nor oppose legislation, regulations, and policy that would either benefit or harm the\nCity or its residents and foster or enhance relationships with members of Congress\nand Executive Agency officials.\nRecommendation: That the City Council approve, authorize, and direct the\nCity Manager to enter into a three- year agreement with two, 1 - year options with\nDavid Turch & Associates for federal legislative advocacy services, in an amount\nnot -to -exceed $ 66, 000 annually.\n4

F. Lease Renewal with Ricoh USA, Inc., for Print Goods and Services\nThe City currently utilizes Ricoh USA, Inc. to lease six copiers and one wide format\nmachine for print, copy, scanning, and fax services, including maintenance. The\ncurrent Master Lease Agreement will expire September 2024. Renewal of the Master\nLease Agreement for a 5 - year term would lock in a fixed monthly lease rate of $1, 795\nor $ 107, 700 for the entire term, and reduced print fees for the entire term.\nRecommendation: That the City Council approve, authorize, and direct the\nCity Manager to enter into a five- year agreement with Ricoh USA, Inc. for print\ngoods and services, in an amount not -to -exceed $ 107, 700 for the entirety of the term.

A. Rosemead Park Walking Trail Replacement Project No. 49019- Award of Contract\nIn December 2020, the replacement of the Rosemead Park Walking Trail was\ncompleted. On January 12, 2021, a community petition was filed at City Hall stating\nsafety concerns of the newly replaced Trail. In response to the community petition,\nthe City Council directed staff to develop options to improve the Trail and address\nthe community concerns. At the April 27, 2021, City Council meeting, staff presented\noptions to improve the Trail, however, none of the options were approved by\nCity Council. On September 29, 2021, the City Council directed staff to develop a\nTrail Subcommittee to help identify additional potential options for improvements to\nthe trail. The Subcommittee assisted in identifying potential options to address\ncommunity safety concerns by performing athorough evaluation of potential options\nand working to develop a recommended option. At the July 12, 2022, City Council\nmeeting, Option 4 was approved to address the concerns of the walking trail.\nOption 4, includes removal of the existing half-inch synthetic layer at Rosemead Park\nWalking Trail and the grinding of an inch of the existing concrete base to\naccommodate for a new inch and a half synthetic layer. Staff also coordinated for a\ntopographic survey of the walking trail to be conducted to identify several additional\nlow spots along the walking trail. A total of twenty- three low spots were identified\nand will serve as the locations of the one -inch diameter weep holes to be installed\nthrough the subbase along the walking trail, which will serve as drainage to minimize\nstanding water within the synthetic layer. This option achieves the project goal which\nis to install a softer synthetic surface to address safety concerns from the community\nas well as ADA access compliance. As a result of a comprehensive bid analysis to\ndetermine the apparent low bid, the bid submitted by R. E. Schultz Construction, Inc.\nin the amount of $487, 630 was determined to be the lowest responsive bid.\nRecommendation: That the City Council take the following actions:\n1. Approve the plans and specifications for the Rosemead Park Walking Trail\nReplacement— Project No. 49019; and\n2. Authorize the City Manager to execute a contract with R. E. Schultz Construction,\nInc., for the base bid amount plus the additive bid item totaling $ 519, 640. 00.\nIn addition, authorize an amount of $51, 964. 00 ( 10%) as a contingency to cover\nthe cost of unforeseen construction expenses, for a total construction budget of\n571, 604. 00 and adopt Resolution No. 2024- 45, amending the City' s Fiscal Year\n2024- 25 CIP Budget to appropriate additional funds in the amount of $35, 000 in\nStreet Light District funding to increase the total project budget to $ 572, 000:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, AMENDING THE FISCAL YEAR\n2024- 25 CAPITAL IMPROVEMENT PROGRAM BUDGET AND\nAPPROPRIATE ADDITIONAL FUNDS FOR THE ROSEMEAD\nPARK WALKING TRAIL REPLACEMENT ( PROJECT NO.\n49019); or\n3. Authorize the City Manager to execute a contract with R. E. Schultz Construction,\nInc., for the base bid amount of $487, 630. 00. In addition, authorize an amount of\n48, 763. 00 ( 10%) as a contingency to cover the cost of unforeseen construction\nexpenses, for a total construction budget of $536, 393. 00.

A. Discussion of Preferential Parking Districts\nAt the June 27, 2024 City Council special meeting, Council Member Armenta\nrequested additional information for a discussion on parking districts in the City of\nRosemead.\nRecommendation: That the City Council direct staff as necessary to further evaluate\nand/ or develop a preferential parking program in the City of Rosemead.

B. City of Rosemead Public Transit Services\nOn July 23, 2024, Staff presented a high- level overview of the City' s transportation\nservices, including program operations, cost, and ridership information. City Council\nrequested additional information to gain a better understanding of current\nexpenditures and explore options to enhance transportation services. Staff has\nconducted a thorough analysis of the requested information and will provide a\ncomparative analysis of potential cost savings by utilizing alternative ride -hailing\noptions to supplement our current transportation options.\nRecommendation: Receive and file.
