11. 23-220 City Council: Staff recommends that the City Council approve a\nProfessional Services Agreement (PSA) with Lifeline\nCommunity Services (DBA North County Lifeline), in the\namount of $36,580, for the Youth Development Program at\nCrown Heights La Casita located at 402 Brooks Street,\neffective July 1, 2024 through June 30, 2025; and authorize\nthe City Manager to execute the agreement upon receipt of all\nsupporting documents.
