13. Award the contract to Horizons Construction Company International, Inc. for As-Needed\nAsphalt Maintenance and Repair Services in the Amount of $508,970 per Year for Three Years\n(Strategic Plan Item 49-IMCIF)\nCITY RECOMMENDATION: 1. Adopt a Categorical Exemption from the California\nEnvironmental Quality Act pursuant to Section 15301(c) of the California Code of Regulations;\n2. Award the contract to Horizons Construction Company International Inc. for as-needed\nasphalt maintenance and repair services in an amount of $508,970 with a 10% contingency in\nthe amount of $50,897 for a total not to exceed amount of $559,867 per year; 3. Authorize the\nCity Manager, or his designee, to execute the agreement including making minimal and/or non-\nsubstantive changes; and 4.
