Award the Contract for Finkbiner Park Tennis and Pickleball Court Improvements – Phase 1,\nPlan No. 1365-1, to NoHo Constructors in the amount of $295,830 (Strategic Plan Items 46-\nIMCIF and 48-IMCIF)\nCITY RECOMMENDATION: 1. Adopt a Categorical Exemption from the California\nEnvironmental Quality Act pursuant to Section 15301(c) of the California Code of Regulations;\n2. Approve the Plans and Specifications for Finkbiner Park Tennis and Pickleball Court\nImprovements – Phase 1, Plan No. 1365-1; 3. Award the contract for Finkbiner Park Tennis\nand Pickleball Court Improvements – Phase 1, Plan No. 1365-1, to NoHo Constructors in the\namount of $295,830; 4. Authorize the City Manager or his designee to execute the agreement\nwith NoHo Constructors, including minimal and/or non-substantive changes; and 5. Authorize\nthe Public Works Director to execute any necessary change orders in an amount not to exceed\n10% of the original contract amount.

Award the contract to Horizons Construction Company International, Inc. for As-Needed\nAsphalt Maintenance and Repair Services in the Amount of $508,970 per Year for Three Years\n(Strategic Plan Item 49-IMCIF)\nCITY RECOMMENDATION: 1. Adopt a Categorical Exemption from the California\nEnvironmental Quality Act pursuant to Section 15301(c) of the California Code of Regulations;\n2. Award the contract to Horizons Construction Company International Inc. for as-needed\nasphalt maintenance and repair services in an amount of $508,970 with a 10% contingency in\nthe amount of $50,897 for a total not to exceed amount of $559,867 per year; 3. Authorize the\nCity Manager, or his designee, to execute the agreement including making minimal and/or non-\nsubstantive changes; and 4. Award the contract for Police\nDepartment – Detective Bureau, Administrative Office Maintenance and Conference Room\nRemodeling, Plan No. 1364 to Mackone Development, Inc. in the amount of $160,499.63; 3.\nAuthorize the City Manager or his designee to execute the agreement with Mackone\nDevelopment, Inc., including minimal and/or non-substantive changes; 4. Authorize the\nAdministrative Services Director to appropriate $44,998.63 from Capital Improvement Projects\nFund F321 towards project budget; and 5.
