f. AWARD AND AUTHORIZE A CONTRACT, APPROVE PROJECT\nCONTINGENCY, CHANGE ORDERS AND ADDITIONAL BUDGET\nAPPROPRATION FOR THE STREET PREVENTATIVE MAINTENANCE\nRecommendation: Award and authorize the City Manager to execute a contract with\nEngineering Construction Company, Inc. in a form approved by the City Attorney in\nthe amount of $789,998 for construction of the Street Preventive Maintenance\n(Fiscal Year 2023­24 Annual Program) project; approve a 15% project contingency\nof $118,499.70; amend the FY 2024­25 Budget and appropriate an additional\n$348,047.70 for expenditure from the Highway User Tax Account (HUTA) Funds;\nauthorize the City Manager to execute change orders within the project budget; and,\nfind that the project is categorically exempt from environmental review under Class\n1 of the state CEQA Guidelines section 15301, Existing Facilities (14 CCR 15301).
