25. 23-229 City Council: Staff recommends that the City Council:\n1. Adopt a resolution to accept and appropriate the grant\naward from the California Interagency Council on\nHomelessness in the amount of $11,398,467;\n2. Approve the Professional Services Agreement (PSA) with\nInterfaith Community Services (ICS) for FY 2024-25, with the\noption to renew the PSA for two additional one-year terms for\n$1,403,150 per year;\n3. Approve the Professional Services Agreement (PSA) with\nthe City of Carlsbad in an amount not to exceed $4,316,284\nover a three-year period for the administration of sub-contracts\nwith Encampment Resolution Funding (ERF) program service\nproviders; and,\n4. Approve a provisional Management Analyst position for a 3\n-year term.\n5.
