18. 23-224 City Council: Staff recommends that the City Council adopt a resolution\ncreating standard homeless services agreement guidelines\nand approving a Professional Services Agreement with San\nDiego Rescue Mission (SDRM), in an amount not to exceed\n$170,000, for the operation of the Navigation Center Outreach\nProgram (Outreach Program) and authorize the City Manager\nto execute the agreement upon receipt of all supporting\ndocuments.
