34. CONSIDERATION AND APPROVAL OF A RESOLUTION ADOPTING THE CITY OF\nALHAMBRA 2023/2024 ENGINEERING AND TRAFFIC SURVEY AND FIRST\nREADING OF AN ORDINANCE UPDATING THE PRIMA FACIE SPEED LIMITS IN THE\nCITY – F96-33, F2M14-9, R2M24-40, O2M24-4839\nThe City of Alhambra’s Public Works Department completed an Engineering and Traffic\nSurvey (Speed Survey) for 88 street segments citywide and prepared the City of\nAlhambra 2023/2024 Engineering and Traffic Survey. The purpose of an engineering and\ntraffic survey is to establish updated speed limits that can be legally enforced using radar\nat pre-determined locations. The City of Alhambra’s 2023/2024 Engineering and Traffic\nSurvey determined that 9 segment locations are eligible for a 5 MPH reduction in the\nposted speed limit. These segment locations are outlined in the Director of Public Works\n& Utilities’ August 26, 2024 staff report. A resolution is required to be adopted by the City\nCouncil to set and establish citywide speed limits to be upheld by the courts. Additionally,\nan ordinance is necessary to set the speed limits on those road segments identified in the\nreport that are outside of a residential district and are not otherwise subject to the Vehicle\nCode’s prima facia speed limit. The adoption of the City of Alhambra 2023/2024\nEngineering and Traffic Survey will allow the posted speed limits to be upheld by the courts\nand will not constitute a "Speed Trap" as defined by CVC Section 40802. There are 88\ntotal segments citywide that were selected for inclusion in the certification as listed in the\nDraft City of Alhambra 2023/2024 Engineering and Traffic Survey.\nThe City of Alhambra 2023/2024 Engineering and Traffic Survey can be found online here:\nhttps://ca-alhambra.civicplus.com/DocumentCenter/View/5703/City-of-Alhambra-City-Wide-Speed-Survey-DRAFT\nRecommended Action: City Council take the following actions:\n1. Adopt Resolution No. R2M24-40 entitled: A Resolution of the City Council of the\nCity of Alhambra, California, approving the City of Alhambra’s 2023/2024\nEngineering and Traffic Survey (Speed Survey); and,\n2. Declare introduced for its first reading the following ordinance entitled:\nOrdinance No. O2M24-4839: An Ordinance of the Alhambra City Council\namending Chapter 11.08 of the Alhambra Municipal Code to update prima\nfacie speed limits in the City\nwhich ordinance shall return for a second reading and adoption at the next Council\nmeeting on September 9, 2024.
