COMMENDATIONS: EAST ALHAMBRA SOFTBALL DISTRICT 18 ALL-STAR\nTOURNAMENT & STATE CHAMPIONSHIP TEAM – F2M24-3\nMayor Pérez and the Alhambra City Council, on behalf of the citizens of Alhambra, wish\nto congratulate and commend the East Alhambra Softball District 18 Team for their victory\nin the 8-10 years old All-Star Tournament. The team also went on to win the State\nChampionship - going unbeaten in all Tournaments outscoring their opponents 69-4! AUTHORIZE SITE HOST AGREEMENT WITH EV CHARGING SOLUTIONS, INC., FOR\nTHE REPLACEMENT OF EXISTING ELECTRIC VEHICLE CHARGING STATIONS AT\nTHREE PARKING LOTS IN DOWNTOWN ALHAMBRA – F2M18-16, M2M24-141\nIn November 2019, the City Council awarded a contract to EV Charging Solutions,\nInc. (EVCS) to install eighteen (18) Level 2 EV charging stations. The EV charging\nstations were installed at 103 North Chapel Avenue; 26 North First Street; and 80 South\nFirst Street, with six chargers installed at each location. The existing equipment needs\nreplacement and upgrade to newer, more efficient technology. EVCS prepared a new Site\nHost Agreement for the installation, operation and maintenance of the replacement EV\ncharging stations. EVCS will be responsible for all material and labor costs associated\nwith design, construction, maintenance, and operation of EV charging stations units,\nincluding electricity costs. Additionally, the agreement will generate revenue for the City\nat a rate of $0.05/kilowatt hour per charger, without incurring electricity costs by the City.\nRecommended Action: City Council authorize the City Manager, or designee, to\nexecute a Site Host Agreement with EV Charging Solutions, Inc., to replace the\nexisting electric vehicle (EV) charging stations at three parking lots in downtown\nAlhambra; and, direct staff to undertake the steps necessary to finalize the Council’s\naction. CONTRACT AMENDMENT FOR TRAFFIC SCANNER CERTIFICATION TRAINING –\nF2M24-16, K2M23-378, M2M24-142\nIn November 2023, after a competitive bidding process, a contract (K2M23-378) was\nissued to Faro Technologies, Inc. in the amount of $49,832.20 Faro Technologies, Inc. is\na hardware and software company that provides 3D laser scanning solutions for crime\nscene reconstruction, traffic collision analysis and public safety operations. Currently, staff\nis requesting to increase the contract by $15, 504 for the “Train the Trainer” program. The\nprogram is a five-day training course consisting of two Police Department employees\ntrained to instruct future users on the operation of 3D scanning technology. Alhambra\nPolice can then host classes to continue training employees and assist outside agencies\nthat as use Faro 3D scanning systems.\nRecommended Action: City Council approve an amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the contract with Faro\nTechnologies, Inc. for traffic scanner certification training in the amount of $15,504 for a\ntotal contract amount not to exceed $65,336.20; authorize the Chief of Police to execute\nsaid amendment; and, direct staff to undertake the steps necessary to finalize Council’s\naction. SECOND CONTRACT AMENDMENT: ENVIRONMENTAL SCIENCE ASSOCIATES –\nF2M22-65, C2M23-64, M2M24-143\nOn July 24, 2023, Environmental Science Associates (ESA) was awarded a contract for\n$145,000 to provide professional CEQA services for a Mitigated Negative Declaration\n(MND) analysis of the Alhambra Community Center Project. On September 11, 2023 the\nfirst amendment to ESA’s contract was necessary to revise the scope from an MND to a\nfull Environmental Impact Report (“EIR”). The EIR’s studies and process required\napproximately 1,000 additional professional hours and an extension of the entitlement\nschedule by approximately 30 weeks at a cost of an additional $215,219 in fees. A second\ncontract amendment is necessary as a result of the initial study process, where it was\ndetermined that the EIR would also need to prepare studies, reports and an analysis of\nthe following four additional CEQA issue areas: 1.) biological resources (special status\nspecies and wildlife corridors); 2.) cultural resources (archaeological resources); 3.)\ngeology/soils (paleontological resources); 4.) tribal cultural resources (all thresholds). An\nadditional $52,234 is required to conduct the additional analysis.\nRecommended Action: City Council approve a second amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the agreement with\nEnvironmental Science Associates (C2M23-64) for an additional $52,234 in an amount\nnot to exceed $412,453 for CEQA services; and, direct staff to undertake the steps to\nfinalize Council’s action. CONTRACT AMENDMENT: LAND MANAGEMENT AND PERMITTING SOFTWARE\nSYSTEM – F2M18-21, C2M18-60, M2M24-144\n\nIn 2018, the City Council awarded a contract to Tyler Technologies, Inc. for the\ndevelopment of a new land management and permitting software system. Tyler\nTechnologies, Inc. has since changed its third-party vendor for online credit card and e-\ncheck payments, resulting in increased fees for customers. Staff is requesting the City\nCouncil approve a fourth contract amendment to modify Exhibit D to update the fees\nassociated with the new third-party vendor. These fees will be paid directly by customers,\nmot the City. The amendment will ensure the fee structure is transparent and accurately\nreflected in the contract.\nRecommended Action: City Council approve a Fourth Amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the contract with Tyler\nTechnologies, Inc. to update the third-party payment terms; appropriate an additional\n$20,000 to both revenue and expenditure accounts; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. NOTICE OF COMPLETION: POLICE DEPARTMENT SERVER ROOM HVAC\nUPGRADE – F2M23-51, C2M23-67, M2M24-145\nOn August 28, 2023, the City Council awarded contract a contract to Pardess Air Inc. for\nthe Police Department Server Room HVAC Upgrade in the amount of $118,000.00. There\nwere two change orders authorized to secure a temporary air conditioning unit and to\ntest for the presence of asbestos, totaling $8,772. As the project has been completed in\naccordance with the City’s requirements and specifications; it would be appropriate to\ninstruct the City Clerk to file a Notice of Completion with the County of Los Angeles\nRecorder’s Office.\nRecommended Action: City Council accept the work of Pardess Air Inc. for the\nPolice Department Server Room HVAC Upgrade as complete in the amount of\n$126,772.00; direct the City Clerk to file a Notice of Completion with the County of Los\nAngeles for recordation; instruct the Finance Director to release the five percent retention\n35 days from the date of recordation if no liens are filed; and direct staff to undertake the\nsteps necessary to finalize Council’s action. NOTICE OF COMPLETION: POOL DECK COATING AT THE ALHAMBRA AND\nGRANADA PARK POOLS – F2M23-65, C2M24-7, M2M24-146\nOn January 22, 2024, the City Council awarded contract a contract to Empire\nWaterproofing Inc. for the Alhambra and Granada Park Pools Deck Coating Project in the\namount of $428,445. There were no change orders associated with the Alhambra and\nGranada Park Pools Deck Project. This project has been inspected by staff, and all work\nhas been completed in accordance with the City’s requirements and specifications. As\nsuch, it would be appropriate for the City Council to accept this project as complete.\nRecommended Action: City Council accept the work of Empire Waterproofing\nInc. for the Alhambra and Granada Park Pools Deck Coating Project as complete in the\namount of $428,445; direct the City Clerk to file a Notice of Completion with the County of\nLos Angeles for recordation; instruct the Finance Director to release the 5 percent\nretention 35 days from the date of recordation if no liens are filed; and, direct staff to\nundertake the steps necessary to finalize Council’s action. 16. NOTICE INVITING BIDS: ALMANSOR PARK GYMNASIUM EXTERIOR PAINTING\nPROJECT – F2M24-59, N2M24-102\nThe Almansor Park Gymnasium exterior is in need of a fresh coat of paint and\ncosmetic repairs. The existing paint is approximately over twenty years old. Specifications\nand bid documentation have been completed for the Almansor Park Gymnasium Exterior\nPainting Project, which includes: painting the exterior of the gym; repairing and replacing\nrotted fascia boards and rain gutters; sandblasting and repainting the Almansor Park\nentrance sign; and replacing broken storage doors.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors for the Almansor Park Gymnasium Exterior Painting project with\nbids due by 10:30 a.m. on September 12, 2024; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.

NOTICE INVITING BIDS: PROFESSIONAL ELECTRICAL SERVICES – F2M24-60,\nN2M24-103\nThe Parks & Recreation Department is seeking prospective contractors for professional\nelectrical services to maintain and repair all electrical issues in all Parks facilities, Golf\nCourse and Almansor Court. Specifications and bid documentation have been completed\nfor electrical services at all Parks, Golf Course, and Almansor Court.\nRecommended Action: City Council authorize circulating a Notice Inviting Bids to\nprospective contractors for professional electrical services at the City’s park facilities, Golf\nCourse and Almansor Court with bids due by 10:30 a.m. on September 12, 2024; and,\ndirect staff to undertake the steps necessary to finalize Council’s action.

AWARD CONTRACT: BUDGET AND CAPITAL IMPROVEMENT PROJECT\nSOFTWARE – F2M24-17, C2M24-52, M2M24-147\nThe City’s budget software serves as the primary software platform used for the City’s\noperating budget. The budget software is licensed to the City from IGM Technology Corp.\n(IGM) and requires an annual subscription. IGM is the sole provider of software licenses,\nuser support, and software updates. No other vendor can provide all the elements needed\nfor support services and software upgrades. IGM is proposing to offer their services at\n$33,670 for FY 2024-25, $35,306 for FY 2025-26 and $37,024 for FY 2026-27. Staff\nrecommends awarding a contract to IGM for a total not-to-exceed amount of $106,000\nover three fiscal years pursuant to Alhambra Municipal Code Section 3.36.080(B)(2) –\nsole source.\nRecommended Action: City Council award a three-year contract, subject to final\nlanguage approval by the City Manager and City Attorney, to IGM Technology Corp. in the\namount not to exceed $106,000 for budget software and support services; direct staff to\nundertake the steps necessary to finalize Council’s action; and, authorize the City\nManager to execute the annual support agreements. AUTHORIZE RFP: DATA INTEGRATION AND REAL-TIME DATA VISUALIZATION\nPLATFORM – F2M24-61, RFP2M24-21\nThe Police Department is seeking a qualified technology firm to provide, implement, and\nsupport a data visualization platform for real-time operations of the Police Department.\nThe department aims to capitalize on a wide and expanding range of technologies for\nefficient, effective, and smart policing. A platform that integrates data from various public\nsafety systems with a single point of access to view and analyze large-scale and real-time\ndata will provide greater awareness and intelligence to responding officers and enhance\nsituational awareness and safety.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals for the purchase of a data integration and real-time data visualization\nplatform for the Police Department with proposals due no later than 10:00 a.m. on\nMonday, September 30, 2024; and, direct staff to undertake the steps necessary to\nfinalize Council’s action.

2. UPDATE ON SUSTAINABILITY PLAN AND DEVELOPMENT OF IMPLEMENTATION\nSTRATEGIES – F2M22-64\nThe City Council Sustainability Subcommittee consisting of Mayor Pérez and\nCouncilmember Maloney met with City staff and ESA Consultants to review outcomes or\nfeedback from existing conditions and Phase 1 community outreach efforts. The purpose\nof the data collection was to gain perspective of priority sustainability issues among\ncommunity members and receive input on the draft sustainability framework which efforts\nfocus on green space, food, mobility, energy, water, air quality, sustainability culture,\ngreen economy, and waste reduction. Community workshops, discussion groups, pop-up\nevents, Commission briefings, community questionnaire and social media were conducted\nas part of the early phase of work. Plan development will continue with additional outreach\nto the community, with emphasis on the development of strategies or action items for the\nCouncil and the community to consider. Tonight, the City Council will receive an update\non the Comprehensive Environmental Sustainability Plan, including a summary of\noutreach highlights year to date, and a review of intended talking points with the\ncommunity to stimulate strategy discussions to help the City achieve its targets.\nRecommended Action: City Council receive and file the informational report and\ndirect staff as deemed appropriate.

NOTICE OF COMPLETION: 6th STREET SEWER MAIN REPLACEMENT PROJECT-\nPHASE II – F2M21-47, C2M23-79, M2M24-148\nOn October 9, 2023, the City Council awarded a contract to Ramona Inc. for the Sixth\nStreet Sewer Main Replacement Project - Phase 2 in the amount of $1,168,950.00. There\nwere two authorized change orders during the project. The change orders were to repair\nthe damaged sewer main at 803 South Olive Avenue, asphalt trench repair due to water\nmain leak on 4th Street, and also included various miscellaneous items credited to City.\nThe change order increased the total amount of the contract by $39,209.61, for a total\nproject cost of $1,208,159.61. The project has been completed in accordance with the\nCity’s requirements and specifications. As such, it would be appropriate for the City\nCouncil to accept the project as complete and instruct the City Clerk that the Notice of\nCompletion be filed with the County of Los Angeles Recorder’s Office.\nRecommended Action: City Council accept the work of Ramona Inc. for the\nSixth Street Sewer Main Replacement Project - Phase 2 as complete in the amount of\n$1,208,159.61; direct the City Clerk to file a Notice of Completion with the County of Los\nAngeles for recordation; instruct the Finance Director to release the five percent retention\n35 days from the date of recordation if no liens are filed; and direct staff to undertake the\nsteps necessary to finalize Council’s action. NOTICE OF COMPLETION: EMERGENCY STORM DRAIN PIPE REPAIR AT\nRAMONA AVENUE – F2M24-16, C2M24-34, M2M24-149\nOn May 13, 2024, the City Council awarded a contract to Sancon Technologies, Inc.\nfor the Emergency Storm Drain Pipe Repair at Ramona Road in the amount of\n$143,600.00. There were no change orders during the project. The project was\ncompleted in accordance with the City’s requirements and specifications. As such,\nit would be appropriate for the City Council to accept the project as complete and\ninstruct the City Clerk that the Notice of Completion be filed with the County of Los\nAngeles Recorder’s Office.\nRecommended Action: City Council accept the work of Sancon Technologies, Inc\nfor the emergency storm drain pipe repair at Ramona Road project as complete in the\namount of $143,600; direct the City Clerk to file a Notice of Completion with the County of\nLos Angeles for recordation; instruct the Finance Director release the five percent\nretention 35 days from the date of recordation if no liens are filed; and direct staff to\nundertake the steps necessary to finalize the Council’s action. RESOLUTION APPROVING A LETTER OF AGREEMENT AMENDING THE\nMEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND THE ALHAMBRA\nPOLICE NON-SWORN EMPLOYEES’ ASSOCIATION – F2M24-2, R2M24-38, C87-16D,\nM2M24-150\nPreviously, the City Council approved a MOU between the City and the Alhambra Police\nNon-Sworn Employees’ Association (APNSEA). The MOU is not set to expire until June\n30, 2027. On July 29, 2024, APNSEA approached City representatives and proposed and\nrequested compensation and benefit enhancements to the existing MOU. In order to retain\nand/or attract a high-quality workforce in this highly competitive climate, staff recommends\napproval of the proposed enhancements as outlined in the August 26, 2024 report of the\nDirector of Human Resources & Risk Management. Upon City Council approval, the new\ncompensation increases for APNSEA members would become effective the pay period\nbeginning August 15, 2024 and the increased Flex Health Plan contributions would begin\nin September 2024.\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-38 entitled: A Resolution of the Alhambra City Council approving a Letter of\nAgreement amending the Memorandum of Understanding between the City of Alhambra\nand the Alhambra Police Non-Sworn Employees’ Association; 2) Direct the Finance\nDirector to make necessary budget adjustments within the Fiscal Year 2023-2025 Adopted\nBudget to fund the compensation and benefit enhancements for these employees; and,\n3) Direct staff to undertake the steps necessary to finalize Council’s action. RESOLUTION APPROVING A SIXTH SIDE LETTER OF AGREEMENT AMENDING\nTHE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND THE\nALHAMBRA MANAGEMENT EMPLOYEES’ ASSOCIATION – F2M24-2, R2M24-37,\nC2M17-70, M2M24-151\nPreviously, the City Council approved a MOU between the City and the Alhambra\nManagement Employees’ Association (AMEA). The MOU is not set to expire until June\n30, 2027. On July 17, 2024, AMEA approached City representatives and proposed and\nrequested compensation and benefit enhancements to the existing MOU. In order to retain\nand/or attract a high-quality workforce in this highly competitive climate, staff recommends\napproval of the proposed enhancements as outlined in the August 26, 2024 report of the\nDirector of Human Resources & Risk Management. AWARD CONTRACT: PROFESSIONAL CONSULTANT SERVICES FOR THE HVAC\nDESIGN AT ALHAMBRA FIRE STATION 71 – F2M22-31, RFP2M24-9, C2M24-53,\nM2M24-154\nOn April 8, 2024, the City Council authorized staff to solicit proposals for professional\ndesign services for the Heating, Ventilation, and Air Conditioning Upgrade at Alhambra\nFire Station 71. Proposals were due on July 24, 2024 and 4 proposals were received. A\nreview committee evaluated the submitted proposals based on the following – Compliance\nwith RFP Requirements, Project Understanding and Approach, Experience of the Firm on\nSimilar Projects, Experience of Key Personnel, and Level of Effort, Schedule, and Cost\nEffectiveness to Provide Sufficient Services. Advanced Engineered Solutions was\nselected as the most qualified firm. A reference check was conducted, and they were all\nsatisfactory.\nRecommended Action: City Council award contract, subject to final language\napproval by the City Manager and City Attorney, to Advanced Engineered Solutions for\nthe professional design services and bid support and construction oversight for the\nHeating, Ventilation, and Air Conditioning Upgrade at Alhambra Fire Station 71 for an\namount not to exceed $73,375.00; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action. CONTRACT AMENDMENT: PROFESSIONAL ENGINEERING DESIGN SERVICES\nFOR THE FY 2022-2023 SB1 STREET REHABILITATION PROJECT – F2M22-39,\nC2M22-65, M2M24-155\nOn December 12, 2022, the City Council awarded a contract to West & Associates, Inc.\nto provide assessment and professional design services for the FY 2022-23 SB1 Street\nRehabilitation Project in the amount of $262,500.00. Due to scope changes during the\npreparation of the Plans, Specifications and Estimates, including portions of\nCommonwealth Ave., it was determined additional preparation, research and design for\nthe project was necessary to complete the design. This additional prep work was an\nunforeseen change in the work scope originally agreed upon between the City and West\n& Associates, Inc. The additional prep work, including labor, time and material, requires\nan additional amount of $30,000.00. All other provisions of the contract remain\nunchanged.\nRecommended Action: City Council amend the contract with West & Associates,\nInc. (C2M22-65), subject to language review and approval by the City Manager and City\nAttorney for PS&E services for the FY 2022-23 SB1 Street Rehabilitation Project; increase\nthe total amount by $30,000, bringing the total contract amount to $292,500.00; and, direct\nstaff to undertake the steps necessary to finalize Council’s action. CONTRACT AMENDMENT FOR ONE YEAR DATA RETENTION AND ANNUAL\nSUBSCRIPTION TO THE FLOCK OS911 PLATFORM – F2M23-60, C2M23-61, M2M24-\n156\nOn July 24, 2023, the City Council approved a contract with Flock Safety in the amount of\n$631,750 under a five-year lease for ALPR cameras. Staff is requesting the ALPR camera\nretention schedule align to the Government Code and the City’s retention policy, thereby\nchanging the current 30-day retention to 365 days. The extended data retention for the\nCity’s ALPR cameras will cost $15,000 annually, totaling $60,000 for the four years\nremaining on the contract. Staff is also requesting to add the Flock OS911 Platform which\ncosts $7,500.50 annually and $30,002 for the four years remaining on the contract. Flock\nOS911 provides Emergency Communication Centers and officers with enhanced\ninformation, sourced directly from the scene, which enables better decision-making\naccuracy during high-stake events.\nRecommended Action: City Council approve an amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the contract with Flock Safety\nto include one year data retention and an annual subscription to the Flock OS911 Platform\nin the amount of $90,002.00 for a total contract amount not to exceed $721,752; authorize\nthe Chief of Police to execute the amendment; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. APPROVAL TO AMEND CONTRACT FOR LANDSCAPE MAINTENANCE SERVICES\nFOR VARIOUS CITY PROPERTIES – F2M23-32, C2M23-40, M2M24-157\n13\n8-26-24\nOn July 1, 2023, the City entered into an agreement with Parkwood Landscape\nMaintenance Inc. for professional landscape maintenance and irrigation services in\nvarious areas throughout the City including the Downtown area, Auto Row, City Hall,\nPolice Station, Library, street medians, alleys and park sites. AWARD CONTRACT: PURCHASE OF A NEW RESCUE AMBULANCE – F2M24-6A,\nC2M24-54, M2M24-158\nStaff is seeking to purchase a new ambulance to replace the 18-year-old ambulance\ncurrently in service through a cooperative purchase agreement. A cooperative purchase\nis allowable per Alhambra Municipal Code 3.36.080(B)(3). Sourcewell awarded contract\n#122123-RVG-3 on March 2, 2024 – a contract that does not expire until February 28,\n2028. Sourcewell bid specifications included an option for purchasing ambulance and\nemergency medical service vehicles. Staff is recommending purchasing the rescue\nambulance utilizing this option.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Professional Sales and Service L.C.\nin an amount not to exceed $426,825.88 for the purchase of a new rescue ambulance;\nauthorize an appropriation in the amount of $78,825.88 from the Capital Outlay Fund; and,\ndirect staff to undertake the steps necessary to finalize Council’s action. ORDINANCE ADDING CHAPTER 5.92 TO THE ALHAMBRA MUNICIPAL CODE TO\nESTABLISH REGULATIONS FOR SHORT-TERM RENTALS – F2M18-35, F2M24-33,\nO2M24-4836\nThe City Council identified in the 2024 Strategic Plan a goal to develop regulations for\nshort term rentals within the City. Currently, requirements for short term rentals include\nobtaining a business license, a rental license and the only regulations applicable are\novernight parking standards and noise limits, with no regulations to enforce if there are\ndisruptions in the neighborhood. The proposed ordinance will require that short term\nrentals obtain a permit with the City and establishes regulations that property owners and\ntenants of short-term rentals will be required to follow, along with tools for City’s\nenforcement. The regulations will also allow for hosted and non-host short term rentals.\nThe short-term rental permit is valid for one year from the date of issuance. The permit\nis non-transferrable and may be renewed annually if certain provisions are met. A\nregistration fee will be established at a later date but tied to the hourly rate for staff to\nprocess the permit. Effective enforcement of non-compliance will be managed by the Code\nEnforcement Division and could involve inspections, issuing notices of violation,\nadministrative citations and suspension of permits.\nRecommended Action: City Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M24-4836: An Ordinance of the Alhambra City Council\nadding Chapter 5.92 – Short Term Rentals to the Alhambra Municipal\nCode to protect public health, safety, and welfare by ensuring that the\ncharacteristics of residential neighborhoods are preserved\nwhich ordinance shall return for a second reading and adoption at the next Council\nmeeting on September 9, 2024.

CONTRACT AMENDMENT: TRAFFIC SIGNAL AND STREET LIGHTING\nMAINTENANCE SERVICES – F2M20-9, C2M20-27, M2M24-159\nOn July 13, 2020, the City Council awarded a contract to Siemens in the amount of\n$200,000.00 for the Traffic Signal and Street Lighting Maintenance Services. On July 12,\n2021, the City Council amended the existing contract with SIEMENS Mobility Inc. to\ninclude a company name change to YUNEX LLC and authorize the City Manager to\nextend the contract and all remining contract extensions place in the original contract upon\nsatisfactory performance by the contractor. An amendment is needed at this time to cover\ncosts incurred associated with providing Traffic Signal and Street Lighting Maintenance in\nthe 2023-24 Fiscal Year. CONSIDERATION AND APPROVAL OF A RESOLUTION ADOPTING THE CITY OF\nALHAMBRA 2023/2024 ENGINEERING AND TRAFFIC SURVEY AND FIRST\nREADING OF AN ORDINANCE UPDATING THE PRIMA FACIE SPEED LIMITS IN THE\nCITY – F96-33, F2M14-9, R2M24-40, O2M24-4839\nThe City of Alhambra’s Public Works Department completed an Engineering and Traffic\nSurvey (Speed Survey) for 88 street segments citywide and prepared the City of\nAlhambra 2023/2024 Engineering and Traffic Survey. The purpose of an engineering and\ntraffic survey is to establish updated speed limits that can be legally enforced using radar\nat pre-determined locations. The City of Alhambra’s 2023/2024 Engineering and Traffic\nSurvey determined that 9 segment locations are eligible for a 5 MPH reduction in the\nposted speed limit. These segment locations are outlined in the Director of Public Works\n& Utilities’ August 26, 2024 staff report. A resolution is required to be adopted by the City\nCouncil to set and establish citywide speed limits to be upheld by the courts. Additionally,\nan ordinance is necessary to set the speed limits on those road segments identified in the\nreport that are outside of a residential district and are not otherwise subject to the Vehicle\nCode’s prima facia speed limit. The adoption of the City of Alhambra 2023/2024\nEngineering and Traffic Survey will allow the posted speed limits to be upheld by the courts\nand will not constitute a "Speed Trap" as defined by CVC Section 40802. FIRST READING OF AN ORDINANCE TO IMPLEMENT CALIFORNIA UNIFORM\nCONSTRUCTION COST ACCOUNTING PROCEDURES FOR PUBLIC\nCONSTRUCTION PROJECTS, AMENDMENT TO THE ALHAMBRA MUNICIPAL\nCODE REGARDING PUBLIC CONTRACT CODES AND UPDATING NON-PUBLIC\nPROJECTS/PROFESSIONAL SERVICES CONTRACT LIMITS – F2M24-62, O2M24-\n4837, M2M24-160\nThe Public Contract Code specifies the procedures that public agencies must follow when\nthey build public works projects, including limits on project costs. The California Uniform\nPublic Construction Cost Accounting (CUPCCAA) Act was enacted in 1983 as an\nalternative to these general requirements by allowing increased bid limits as long as\nparticipating agencies follow uniform accounting standards and bidding procedures. Staff\nis requesting the City Council “opt in” to the provisions set forth by the CUPCCAA Act.\nThis will allow public projects costing $60,000 or less to be performed by negotiated\ncontract or by purchase order. Projects costing $200,000 or less can use informal bidding\nprocedures set forth in the CUPCCAA Act. Projects that cost more than $200,000 must\nbe put out to bid under formal bidding procedures. The benefits of adopting the CUPCCAA\nAct will increase the purchasing limit for public agencies, simplify bidding for projects that\nare $200,000 or less, reduce number of formal bids based on project size, and expedite\ncontracting for projects under $200,000.In order for the City to avail itself of the higher bid\nand purchasing limits, the City must formally elect to be bound by the provisions of the\nUniform Public Construction Cost Accounting Act, which specifies the procedures for\nobtaining informal bids, and to use the uniform construction cost accounting procedures\nadopted by the California Uniform Construction Accounting Commission. AUTHORIZE RFP: ELECTRIC VEHICLE CHARGING STATION INFRASTRUCTURE\nAT VARIOUS CITY PARKS – F2M24-56, RFP2M24-17\nThe Electric Vehicle (EV) Charging Station Infrastructure project is designed to help the\nCity invest in and provide green technology for residents and visitors. This project includes\nthe installation of up to 18 new EV charging stations in public parking lots at 3 park\nlocations: Alhambra Park, Granada Park and the Joslyn Center at Story Park. The\nproposed EV charging stations will be available to the public and enable residents and\npatrons with electric vehicles to charge their cars while visiting the parks. This Request for\nProposals (RFP) seeks to identify a qualified contractor for the deployment of the EV\nCharging Station Infrastructure project.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals for Electric Vehicle (EV) Charging Station Infrastructure at various City parks;\nand, direct staff to undertake the steps necessary to finalize Council’s action.

FIRST READING OF AN ORDINANCE TO AMEND ALHAMBRA MUNICIPAL CODE\n(AMC) CHAPTER 2.48 OF TITLE II TO IMPLEMENT CHANGES TO PROBATIONARY\nPERIOD FOR EMPLOYEES – F2M24-2, O2M24-4838\nCity staff is suggesting a minor change to the AMC to provide City staff (with the approval\nof the City Council) the flexibility and ability to negotiate a different probationary period for employees when appropriate. O2M24-4830 AND APPROVAL OF AN\nUPDATED CLASS SPECIFICATION FOR CHIEF OF POLICE – F2M24-2, O2M24-4835,\nM2M24-153\nStaff requests that the City Council adopt an urgency ordinance amending salary and\nbenefits for Executive Management employees, Confidential employees and City Council\nMembers and approve an updated class specification for Police Chief. The urgency\nordinance outlines compensation and health plan benefit enhancements for these\nemployees. Upon City Council approval, the new compensation increases would become\neffective the pay period beginning August 15, 2024 and the increased Flex Health Plan\ncontributions would begin in September 2024. An urgency ordinance memorializing these\nchanges is necessary in order to immediately implement the compensation and benefit\nenhancements for the purpose of recruiting to fill existing vacancies in crucial positions\nwithin City departments.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Specifically, the text introduced at first reading\nincluded a clarifying statement in Alhambra Municipal Code (“AMC”) Sections 23.05.030.C\n(Minimum Residential Density, CBD, EMC, CMU, and AC Districts) and 23.06.030.A\n(Minimum Residential Density, PO and I Districts) specifying that the provisions of those\nsections only apply “if residential uses are proposed for the site.” This clarifying statement\nwas not included in the text adopted at second reading on July 22nd. Additionally, there\nwere minor inconsistencies found in AMC Section 23.22.040 (Accessory Dwelling Units).\nTo rectify these inconsistencies, the language of the Zoning Text Amendment has been\nrevised to reflect what was initially introduced for first reading on June 24th and to be\nconsistent with State law, and the Ordinance is returning for re-introduction for second\nreading and adoption.\nRecommended Action: City Council:\n1. AUTHORIZE RFP: PROFESSIONAL CONSULTANT SERVICES FOR THE\nDEVELOPMENT OF THE FREMONT POCKET PARK PROJECT – F2M24-57,\nRFP2M24-18\nStaff is seeking professional engineering and design services to provide plans,\nspecifications and bid documentation for the Fremont Pocket Park Project. The overall\ngoal of this project is to add more green space within the City. The pocket park will include\nturf, seating, shade cover, California native trees, water re-capture features and drought-\ntolerant plants. 6. AUTHORIZE RFP: BANKING SERVICES – F2M24-58, RFP2M24-19\nThe City of Alhambra had been banking with Bank of the West for over 20 years until last\nyear, when BMO Bank acquired Bank of the West. The City is experiencing some\n4\n8-26-24\ndisruption in services following the acquisition. To ensure the City is receiving the highest\nlevel of banking services and competitive pricing, staff is recommending the distribution of\na Request for Proposals for banking services.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals to select a qualified bank for comprehensive banking services and competitive\npricing to support the City’s financial operations with proposals due no later than 11:00\na.m. on October 10, 2024; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.

AUTHORIZE RFP: INVESTMENT MANAGEMENT AND ADVISORY SERVICES –\nF2M24-58, RFP2M24-20\nThe City is seeking proposals from qualified firms to provide investment services in a\ncomprehensive manner to handle the day-to-day administration of the City’s investment\nportfolio and provide discretionary investment advisory services. Staff is currently\noverseeing the management of the City’s investment portfolio and is proposing the\nengagement of a consultant to enhance the efficiency and expertise applied to this\nresponsibility. The consultant would aim to reduce the burden on staff by providing\nspecialized investment management services to optimize the City’s investment returns\nRecommended Action: City Council authorize the distribution of a Request for\nProposals to select a qualified consultant to provide investment management, investment\nadvisory, and related services for the City’s investment portfolio with proposals due no\nlater than 11:00 a.m. on October 10, 2024; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.

AWARD CONTRACT: PROFESSIONAL MARKETING AND ADVERTISING SERVICES\nIN SUPPORT OF THE CITY’S ORGANIC RECYCLING COLLECTION AND FOOD\nRECOVERY PROGRAMS – F2M24-49, RFP2M24-11, C2M24-50, M2M24-139\nOn June 24, 2024, the City Council authorized staff to solicit proposals to design the multi-\nmedia marketing and advertising plan to best disseminate information on SB 1383\nrequirements, including how to properly dispose of organic waste. On July 24, 2024, the\nCity received 9 proposals from qualified firms. After reviewing the proposals, 4 applicants\nwere invited to interview. The City’s selection committee assessed the proposals in\naccordance with the evaluation criteria set forth in the City’s RFP including qualifications,\nexperience, references, and capacity. City Fabrick, an environmentally-focused nonprofit\norganization with expertise in community engagement and multilingual marketing, was\nranked the highest. City Fabrick has strong ties to the San Gabriel Valley, having worked\nwith the City of Monterey Park and the SCAG Go Human 2.0 campaign, and has\nexperience in both traditional and innovative forms of advertising and outreach with an\nemphasis on reaching diverse and hard-to-reach communities.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to City Fabrick in an amount not to\nexceed $60,000 for Professional Marketing and Advertising Services in support of the\nCity’s organics collection and food recovery programs in accordance with SB 1383;\nauthorize the City Manager to execute the contract; and, direct staff to undertake the steps\nnecessary to finalize the City Council’s action. AWARD CONTRACT PROFESSIONAL CONSULTANT SERVICES FOR THE\nDEVELOPMENT OF THE ALHAMBRA DOG PARK PROJECT AND APPROPRIATION\nOF FUNDS FROM THE REGIONAL PARK AND OPEN SPACE DISTRICT, TECHNICAL\nASSISTANCE FUND – F2M11-36, F2M18-35, RFP2M24-13, C2M24-51, M2M24-140\nOn June 24, 2024, the City Council approved the distribution of a Request for Proposals\n(RFP) for professional consultant services for the development of the Alhambra Dog Park\nProject. On July 29, 2024, the City received 4 proposals and 3 firms were invited to\ninterview with City staff. The City’s selection committee evaluated and ranked the\nconsultants in accordance with criteria stated in the RFP, which included compliance with\nRFP requirements, project understanding, experience and level of effort, schedule, and\ncost-effectiveness to provide efficient services. The proposal received from Hirsch &\nAssociates, Inc., was ranked highest. As a High Park Need community, the City of\nAlhambra is eligible to receive Los Angeles County Regional Park and Open Space\nDistrict Technical Assistance Program (TAP) funds for professional services and\nconsulting resources. The professional engineering services for the design of the\nAlhambra Dog Park Project is an eligible use of TAP funds.\nRecommended Action: City Council award a contract., subject to final language\napproval by the City Manager and City Attorney, to Hirsch & Associates, Inc. in an amount\nnot to exceed $155,130 for Architecture and Engineering Services for the Alhambra Dog\nPark Project; appropriate $155,130 in revenue and expenditure funds from the Los\nAngeles County Regional Park and Open Space District (TAP Funds); authorize the City\nManager, or designee, to execute all documents related to TAP and the Professional\nServices Contract; and, direct staff to undertake the steps necessary to finalize the City\nCouncil's action.
