8. AWARD CONTRACT: PROFESSIONAL MARKETING AND ADVERTISING SERVICES\nIN SUPPORT OF THE CITY’S ORGANIC RECYCLING COLLECTION AND FOOD\nRECOVERY PROGRAMS – F2M24-49, RFP2M24-11, C2M24-50, M2M24-139\nOn June 24, 2024, the City Council authorized staff to solicit proposals to design the multi-\nmedia marketing and advertising plan to best disseminate information on SB 1383\nrequirements, including how to properly dispose of organic waste. On July 24, 2024, the\nCity received 9 proposals from qualified firms. After reviewing the proposals, 4 applicants\nwere invited to interview. The City’s selection committee assessed the proposals in\naccordance with the evaluation criteria set forth in the City’s RFP including qualifications,\nexperience, references, and capacity. City Fabrick, an environmentally-focused nonprofit\norganization with expertise in community engagement and multilingual marketing, was\nranked the highest. City Fabrick has strong ties to the San Gabriel Valley, having worked\nwith the City of Monterey Park and the SCAG Go Human 2.0 campaign, and has\nexperience in both traditional and innovative forms of advertising and outreach with an\nemphasis on reaching diverse and hard-to-reach communities.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to City Fabrick in an amount not to\nexceed $60,000 for Professional Marketing and Advertising Services in support of the\nCity’s organics collection and food recovery programs in accordance with SB 1383;\nauthorize the City Manager to execute the contract; and, direct staff to undertake the steps\nnecessary to finalize the City Council’s action.
