3. ORDINANCE ADDING CHAPTER 5.92 TO THE ALHAMBRA MUNICIPAL CODE TO\nESTABLISH REGULATIONS FOR SHORT-TERM RENTALS – F2M18-35, F2M24-33,\nO2M24-4836\nThe City Council identified in the 2024 Strategic Plan a goal to develop regulations for\nshort term rentals within the City. Currently, requirements for short term rentals include\nobtaining a business license, a rental license and the only regulations applicable are\novernight parking standards and noise limits, with no regulations to enforce if there are\ndisruptions in the neighborhood. The proposed ordinance will require that short term\nrentals obtain a permit with the City and establishes regulations that property owners and\ntenants of short-term rentals will be required to follow, along with tools for City’s\nenforcement. The regulations will also allow for hosted and non-host short term rentals.\nThe short-term rental permit is valid for one year from the date of issuance. The permit\nis non-transferrable and may be renewed annually if certain provisions are met. A\nregistration fee will be established at a later date but tied to the hourly rate for staff to\nprocess the permit. Effective enforcement of non-compliance will be managed by the Code\nEnforcement Division and could involve inspections, issuing notices of violation,\nadministrative citations and suspension of permits.\nRecommended Action: City Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M24-4836: An Ordinance of the Alhambra City Council\nadding Chapter 5.92 – Short Term Rentals to the Alhambra Municipal\nCode to protect public health, safety, and welfare by ensuring that the\ncharacteristics of residential neighborhoods are preserved\nwhich ordinance shall return for a second reading and adoption at the next Council\nmeeting on September 9, 2024.
