32. RESOLUTION APPROVING A REVISED COMPREHENSIVE MEMORANDUM OF\nUNDERSTANDING (MOU) WITH THE ALHAMBRA POLICE OFFICERS’\nASSOCIATION (APOA) – F2M24-2, R2M24-36, C87-16C, M2M24-162\nThe City Council approved an MOU between the City and APOA not set to expire until\nJune 30, 2026. On July 25, 2024, APMA approached City representatives and proposed\nand requested compensation and benefit enhancements to the existing MOU which are\nfurther outlined in the August 26, 2024 staff report by the Director of Human Resources &\nRisk Management. In order to retain and/or attract a high-quality workforce in this highly\ncompetitive climate, staff recommends approval of the proposed enhancements. These\nenhancements are in alignment with the City Council’s goals and priorities as it pertains\nto retaining and recruiting quality public safety personnel and first responders.\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-36 entitled: A Resolution of the Alhambra City Council approving a Revised\nComprehensive Memorandum of Understanding between the City of Alhambra and the\nAlhambra Police Officers’ Association; 2) Direct the Finance Director to make necessary\nbudget adjustments with the Fiscal Year 2023-2025 Adopted Budget to fund the\ncompensation and benefit enhancements for these employees; and, 3) Direct staff to\nundertake the steps necessary to finalize Council’s action.
