23. RESOLUTION APPROVING A SIXTH SIDE LETTER OF AGREEMENT AMENDING\nTHE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND THE\nALHAMBRA MANAGEMENT EMPLOYEES’ ASSOCIATION – F2M24-2, R2M24-37,\nC2M17-70, M2M24-151\nPreviously, the City Council approved a MOU between the City and the Alhambra\nManagement Employees’ Association (AMEA). The MOU is not set to expire until June\n30, 2027. On July 17, 2024, AMEA approached City representatives and proposed and\nrequested compensation and benefit enhancements to the existing MOU. In order to retain\nand/or attract a high-quality workforce in this highly competitive climate, staff recommends\napproval of the proposed enhancements as outlined in the August 26, 2024 report of the\nDirector of Human Resources & Risk Management. Upon City Council approval, the new\ncompensation increases for AMEA members would become effective the pay period\nbeginning August 15, 2024 and the increased Flex Health Plan contributions would begin\nin September 2024.\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-37 entitled: A Resolution of the Alhambra City Council approving a Sixth Side\nLetter of Agreement amending the Memorandum of Understanding between the City of\nAlhambra and the Alhambra Management Employees’ Association; 2) Direct the Finance\nDirector to make necessary budget adjustments within the Fiscal Year 2023-2025 Adopted\nBudget to fund the compensation and benefit enhancements for these employees; and,\n3) Direct staff to undertake the steps necessary to finalize Council’s action.
