41. URGENCY ORDINANCE AMENDING SALARY AND BENEFITS FOR EXECUTIVE\nMANAGEMENT EMPLOYEES, CONFIDENTIAL EMPLOYEES AND CITY COUNCIL\nMEMBERS, SUPERSEDING ORDINANCE NO. O2M24-4830 AND APPROVAL OF AN\nUPDATED CLASS SPECIFICATION FOR CHIEF OF POLICE – F2M24-2, O2M24-4835,\nM2M24-153\nStaff requests that the City Council adopt an urgency ordinance amending salary and\nbenefits for Executive Management employees, Confidential employees and City Council\nMembers and approve an updated class specification for Police Chief. The urgency\nordinance outlines compensation and health plan benefit enhancements for these\nemployees. Upon City Council approval, the new compensation increases would become\neffective the pay period beginning August 15, 2024 and the increased Flex Health Plan\ncontributions would begin in September 2024. An urgency ordinance memorializing these\nchanges is necessary in order to immediately implement the compensation and benefit\nenhancements for the purpose of recruiting to fill existing vacancies in crucial positions\nwithin City departments.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Adopt by a 4/5th vote of the City Council the following urgency ordinance entitled:\nOrdinance No. O2M24-4835: An Urgency Ordinance of the Alhambra City\nCouncil amending salary and benefits for Executive Management\nEmployees, Confidential Employees and City Council Members, superseding\nOrdinance No. O2M24-4830\nafter which such ordinance shall go into effect immediately; and,\n2. Direct the Finance Director to make necessary budget adjustments within the\nFiscal Year 2023-2025 Adopted Budget to fund the compensation and benefit\nenhancements for these employees; and,\n3. Approve an updated class specification for Chief of Police; and,\n4. Direct staff to undertake the steps necessary to finalize Council’s action. (M2M24-\n153)
