9. AWARD CONTRACT PROFESSIONAL CONSULTANT SERVICES FOR THE\nDEVELOPMENT OF THE ALHAMBRA DOG PARK PROJECT AND APPROPRIATION\nOF FUNDS FROM THE REGIONAL PARK AND OPEN SPACE DISTRICT, TECHNICAL\nASSISTANCE FUND – F2M11-36, F2M18-35, RFP2M24-13, C2M24-51, M2M24-140\nOn June 24, 2024, the City Council approved the distribution of a Request for Proposals\n(RFP) for professional consultant services for the development of the Alhambra Dog Park\nProject. On July 29, 2024, the City received 4 proposals and 3 firms were invited to\ninterview with City staff. The City’s selection committee evaluated and ranked the\nconsultants in accordance with criteria stated in the RFP, which included compliance with\nRFP requirements, project understanding, experience and level of effort, schedule, and\ncost-effectiveness to provide efficient services. The proposal received from Hirsch &\nAssociates, Inc., was ranked highest. As a High Park Need community, the City of\nAlhambra is eligible to receive Los Angeles County Regional Park and Open Space\nDistrict Technical Assistance Program (TAP) funds for professional services and\nconsulting resources. The professional engineering services for the design of the\nAlhambra Dog Park Project is an eligible use of TAP funds.\nRecommended Action: City Council award a contract., subject to final language\napproval by the City Manager and City Attorney, to Hirsch & Associates, Inc. in an amount\nnot to exceed $155,130 for Architecture and Engineering Services for the Alhambra Dog\nPark Project; appropriate $155,130 in revenue and expenditure funds from the Los\nAngeles County Regional Park and Open Space District (TAP Funds); authorize the City\nManager, or designee, to execute all documents related to TAP and the Professional\nServices Contract; and, direct staff to undertake the steps necessary to finalize the City\nCouncil's action.
