12. SECOND CONTRACT AMENDMENT: ENVIRONMENTAL SCIENCE ASSOCIATES –\nF2M22-65, C2M23-64, M2M24-143\nOn July 24, 2023, Environmental Science Associates (ESA) was awarded a contract for\n$145,000 to provide professional CEQA services for a Mitigated Negative Declaration\n(MND) analysis of the Alhambra Community Center Project. On September 11, 2023 the\nfirst amendment to ESA’s contract was necessary to revise the scope from an MND to a\nfull Environmental Impact Report (“EIR”). The EIR’s studies and process required\napproximately 1,000 additional professional hours and an extension of the entitlement\nschedule by approximately 30 weeks at a cost of an additional $215,219 in fees. A second\ncontract amendment is necessary as a result of the initial study process, where it was\ndetermined that the EIR would also need to prepare studies, reports and an analysis of\nthe following four additional CEQA issue areas: 1.) biological resources (special status\nspecies and wildlife corridors); 2.) cultural resources (archaeological resources); 3.)\ngeology/soils (paleontological resources); 4.) tribal cultural resources (all thresholds). An\nadditional $52,234 is required to conduct the additional analysis.\nRecommended Action: City Council approve a second amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the agreement with\nEnvironmental Science Associates (C2M23-64) for an additional $52,234 in an amount\nnot to exceed $412,453 for CEQA services; and, direct staff to undertake the steps to\nfinalize Council’s action.
