13. CONTRACT AMENDMENT: LAND MANAGEMENT AND PERMITTING SOFTWARE\nSYSTEM – F2M18-21, C2M18-60, M2M24-144\n\nIn 2018, the City Council awarded a contract to Tyler Technologies, Inc. for the\ndevelopment of a new land management and permitting software system. Tyler\nTechnologies, Inc. has since changed its third-party vendor for online credit card and e-\ncheck payments, resulting in increased fees for customers. Staff is requesting the City\nCouncil approve a fourth contract amendment to modify Exhibit D to update the fees\nassociated with the new third-party vendor. These fees will be paid directly by customers,\nmot the City. The amendment will ensure the fee structure is transparent and accurately\nreflected in the contract.\nRecommended Action: City Council approve a Fourth Amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the contract with Tyler\nTechnologies, Inc. to update the third-party payment terms; appropriate an additional\n$20,000 to both revenue and expenditure accounts; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.
