27. CONTRACT AMENDMENT FOR ONE YEAR DATA RETENTION AND ANNUAL\nSUBSCRIPTION TO THE FLOCK OS911 PLATFORM – F2M23-60, C2M23-61, M2M24-\n156\nOn July 24, 2023, the City Council approved a contract with Flock Safety in the amount of\n$631,750 under a five-year lease for ALPR cameras. Staff is requesting the ALPR camera\nretention schedule align to the Government Code and the City’s retention policy, thereby\nchanging the current 30-day retention to 365 days. The extended data retention for the\nCity’s ALPR cameras will cost $15,000 annually, totaling $60,000 for the four years\nremaining on the contract. Staff is also requesting to add the Flock OS911 Platform which\ncosts $7,500.50 annually and $30,002 for the four years remaining on the contract. Flock\nOS911 provides Emergency Communication Centers and officers with enhanced\ninformation, sourced directly from the scene, which enables better decision-making\naccuracy during high-stake events.\nRecommended Action: City Council approve an amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the contract with Flock Safety\nto include one year data retention and an annual subscription to the Flock OS911 Platform\nin the amount of $90,002.00 for a total contract amount not to exceed $721,752; authorize\nthe Chief of Police to execute the amendment; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.
