E1908955, C­124801)\n(3)\nBPW­2024­0491\nCD 14\nASPHALT PLANT NO. 1 PHASE 2 PROJECT – CALIFORNIA ENVIRONMENTAL\nQUALITY ACT COMPLIANCE AND PROJECT\nRecommending the Board:\nIn accordance with California Environmental Quality Act, review and consider the\nAsphalt Plant No. 1 Phase 2 Project Final Initial Study ­ Mitigated Negative\nDeclaration (FIS/MND), and adopt and forward this report and transmittal to the\nCity Council with the recommendations that it:\n1. REVIEW and consider the FIS/MND;\n2. FIND that, on the basis of the whole record, there is no substantial evidence\nthat the project will have a significant effect on the environment and that the\nFIS/MND reflects the City of Los Angeles’ independent judgment and\nanalysis;\n3. ADOPT the FIS/MND;\n4. ADOPT the Mitigation Monitoring Program, included in Section 3 of the\nFIS/MND;\n5. SPECIFY that the documents constituting the record of proceedings in this\nmatter are in the files of the Department of Public Works, Bureau of\nEngineering, Environmental Management Group, located at 1149 South\nBroadway;\n6.
