2.a Resolution No. R-2024-56, a Resolution of the City Council of the City of Placentia,\nrecommending denial of GPA 2022-01, SPA 2021-01, and DPR 2021-02 for the\nOrangethorpe Mixed Use Development Project\nFiscal Impact:\nIt is anticipated the project would generate approximately $1.2 million in one-time\nrevenue to the General Fund in the form of permit fees, however revenue from\nthose fees support the additional work for Staff created directly by the project’s\nconstruction and would not be available for other City operations. An additional $5.0\nmillion is anticipated from one-time development impact fees which can only be\nused for future infrastructure projects and are not available to support the daily\noperations of the City.\nOnce the project is complete, the project is expected to generate $244,209 in new\nGeneral Fund revenue annually through a combination of higher property tax, sales\ntax, and utility users tax. The project is anticipated to require $246,435 in new\nannual General Fund expenses primarily for increased Police and Fire response to\nsupport the new residents. In summary, the project is projected to generate a net\nannual loss of ($2,226) to the General Fund.\nRecommended Action: It is recommended that the City Council:\n(APN 339-112-27).\nAlternative Recommendation:\n1. Adopt Resolution No. R-2024-60, a Resolution of the City Council of the City\nof Placentia, California, adopting Initial Study/Mitigated Negative Declaration\nNo. MND 2021-01 for a General Plan Amendment No. GPA 2022-01, Specific\nPlan Amendment No. SPA 2021-01, and Development Plan Review No. DPR\n2021-02, prepared in full compliance with the California Environmental Quality\nAct (“CEQA”), California Public Resources Code §§ 21000, et seq., and the\nEnvironmental Guidelines of the City of Placentia; adopt the Mitigation\nMonitoring and Reporting Program; and adopting GPA 2022-01 modifying the\nGeneral Plan Land Use Element to allow mixed-use (residential-commercial\ndevelopment) as a permissible land use category within Parcel 9 of Specific\nPlan No. 5 by amending Tables 2-4 – Specific Plans, Table 2-5 – General\nPlan/Zoning Relationship – Specific Plans, and Table 2-7 – General Plan Land\nUse Designation – Potential Development Buildout, and approving DPR 2021-\n02 for the development and operation of a five-story mixed use building\nconsisting of 248 residential units, up to 3,000 square feet of ground floor\ncommercial retail and a six-level parking structure on 2.72-acre site, located at\n777 W. Orangethorpe Avenue and 776 S. Placentia Avenue (APN 339-112-\n27); and\n2. Waive full reading, by title only, and introduce for first reading Ordinance No.\nO-2024-05, an Ordinance of the City Council of the City of Placentia, California\nApproving Specific Plan Amendment No. SPA 2021-01, amending Specific\nPlan No. 5 to permit mixed-use development and parking structures on Parcel\n9 and establishing associated development standards on a 2.72-acre site on\nproperty located at 777 W. Orangethorpe Avenue and 776 S. Placentia Avenue\n(APN 339-112-27).
