Approve an exception to purchasing rules and award two (2) contracts under the same\nsolicitation and scope; approval of Professional Services Agreements with Hicks &\nHartwick, Inc., and Engineering Resources of Southern California, Inc. to provide on-call\ngeneral engineering services, each in an amount not-to-exceed $100,000 for the initial\none-year term, with options to extend for one additional year for an amount not-to-exceed\n$100,000, for a total potential not-to-exceed value of $200,000; and determine that\napproval of these Agreements is exempt from environmental review pursuant to Section\n15061(b)(3) of the State's Guidelines implementing the California Environmental Quality\nAct (Municipal Utilities and Engineering Director Harris)
