APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nBIDS FOR THE EASTERN AVENUE IMPROVEMENTS PROJECT (CIP NO. 3918)\nThe plans and specifications for the Eastern Avenue Improvements Project have been prepared.\nApproval of this item will allow the City to advertise the project for bids.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Approve the plans and specifications for the Eastern Avenue Improvements Project;\n2. Authorize staff to solicit competitive bids and publish the Notice Inviting Sealed Bids (NISB);\nand\n3.
