1. APPROVAL OF SIDE LETTER WITH THE COSTA MESA CITY 24-351\nEMPLOYEES ASSOCIATION REGARDING THE\nTELECOMMUNICATIONS BUREAU AND UPDATES TO THE POLICE\nDEPARTMENT HIRING AND REFERRAL INCENTIVE PROGRAM\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Approve and Adopt the Side Letter with the City Employees Association.\n2. Approve and Adopt Resolution Number 2024-XX renaming Communications\nclassifications and updating pay rates.\n3. Approve and Adopt Resolution Number 2024-XX establishing the Reserve\nSenior Public Safety Dispatcher.\n4. Approve the certified Fiscal Impact Analysis.\n5. Authorize the City Manager and members of the City’s Negotiation Team to\nexecute the Side Letter documents.\n6. Approve an appropriation increase of $319,000 in the FY 2024/2025 Budget\nfor year one of the one-time incentives for the retention and retroactive\novertime costs and the new Hiring and Referral Incentive Program for Police\nOfficers and Dispatchers.\n7.
