Recommendation for Continuation of Del Mar Rental Assistance Program\nRecommended Action: City Council liaisons to Del Mar Community Connections,\nMayor Martinez and Councilmember Worden, recommend that the City Council\nagree to partially continue funding the Del Mar Rental Assistance Program in\npartnership with Del Mar Community Connections (DMCC) and direct staff to\nwork on preparing a funding agreement with DMCC for Council consideration,\nwhich would go into effect on July 1, 2023.\nReference: Clerk’s File No. 303-1, 1202-15\n9. Fiscal Year 2022-23 Mid-Year Financial Report\nRecommended Action: Staff recommends that the City Council review the Fiscal\nYear (FY) 2022-23 Mid-Year Financial Report and: 1) Authorize revenue\nadjustments totaling $2,089,390, and expenditure adjustments totaling $502,939\nas included in Exhibit A of Attachment A; 2) Authorize unspent FY 2021-22\nencumbrances and continuing appropriations to be carried over to FY 2022-23\nas included in Attachment B totaling $3,921,176 in expenditures and $593,270 in\nrevenues; 3) Authorize additional reserve transfers of $500,000 to the Pension\nReserve Fund and $600,000 to the Housing Reserve Fund from the General\nFund Contingency; and 4) Authorize the creation of the Capital Improvement\nReserve Fund with an initial $200,000 transfer from the General Fund\nContingency.\nReference: Clerk’s File No. 202-5
