5.1 TRAFFIC VIOLATOR APPREHENSION PROGRAM FEE (TVAP)\nRecommended Action:\n1. Open and conduct a public hearing;\n2. Declare that the project is exempt from the provisions of California Environmental\nQuality Act (“CEQA”) 21080(b)(8) of the Public Resources Code and Section\n157273 of the CEQA Guidelines as the establishment of modification of rates,\nfees, and charges, which are for the purpose of meeting operating expenses,\nincluding employee wage rates and fringe benefits, purchasing or leasing supplies,\nequipment or materials as set forth herein; and\n4\n3.
