4.6 ADOPTION OF THE 2023-2024 CONSOLIDATED ANNUAL PERFORMANCE AND\nEVALUATION REPORT (CAPER) FOR EXPENDITURES OF COMMUNITY\nDEVELOPMENT BLOCK GRANT (CDBG) FUNDS\nRecommended Action:\n1. Find that the 2023-2024 Consolidated Annual Performance and Evaluation Report\n(CAPER) is not subject to the California Environmental Quality Act (CEQA)\nbecause the activity is not a project as defined in Section 15378 (b)(5) of the State\nCEQA Guidelines;\n2. Approve and adopt the 2023-2024 CAPER; and\n3.
