E. ORDINANCE NO. 713 AMENDING TITLE III, SECTION 34 OF THE SAN\nGABRIEL MUNICIPAL CODE – FINANCE AND REVENUE – SECOND\nREADING AND ADOPTION\nThe proposed ordinance would amend Title III, Section 34 of the San Gabriel\nMunicipal Code. The ordinance would amend, in part, the dollar thresholds\nrequired for formal and informal contract procedures as well as the City\nManager authority to make purchases, increasing the amounts from $15,000 to\n$25,000. The ordinance would also amend the amount required to obtain three\ninformal written bids from $3,000 to $5,000 and propose some minor text\nchanges. The first reading of the proposed ordinance was conducted on August\n20, 2024. There is no fiscal impact for this item. However, operational\nefficiencies may be achieved due to higher thresholds for when bids are\nrequired and when purchases are required to be taken to the City Council for\napproval.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council waive reading and adopt Ordinance No.\n713 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Amending Chapter 34 of the San Gabriel Municipal Code Regarding\nFormal Contract Procedures, Open Marker Procedures, Professional and\nSpecialized Services, Purchase of Used Equipment, Award of Contracts, and\nDisposition of Obsolete and Surplus Equipment.”
