A. CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT WITH\nFARM HABITS FOR THE CERTIFIED FARMER’S MARKET AND BUDGET\nAPPROPRIATION OF $25,000 FOR MARKETING AND EQUIPMENT\nIn late April, the City and Supporting arms launched the San Gabriel Farmer’s\nMarket. Despite many efforts, the Farmer’s Market was not able to consistently\nretain vendors, and attendance to the vent decreased. At the August 20, 2024,\nCity Council meeting, the City Council directed staff to return with an\nagreement to onboard Farm Habits as the new farmer’s market operator. The\ncouncil determined that the closure of Mission Drive adjacent to Blossom\nMarket Food Hall would be the best location to relaunch the market and to host\nthe market on Saturday mornings. The intent of this report is to present the City\nCouncil with the draft agreement with Farm Habits for consideration and\napproval and to discuss the next step towards relaunching the farmer’s market.\nTo meet the staff recommended $25,000 budget for the event, and additional\n$4,000 will need to be appropriated to the Fiscal Year 2024-2025 budget for\nthis special event. The fee waiver, if approved, would reduce the potential\nrevenue by $3,237.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\nCity Council Regular Meeting Agenda – September 17, 2024 11\n1. Review and approve the Professional Services Agreement with Farm Habits\nand authorize the City Manager to execute it;\n2. Adopt Resolution No. 24-62 for the appropriation of funds; and\n3. Approve a fee waiver of all business license fees and taxes for the farmer’s\nmarket.
