A. ORDINANCE NO. 710 AMENDING THE VALLEY BOULEVARD SPECIFIC\nPLAN RELATING TO GROUND FLOOR OFFICE USE AND ESTABLISHING\nMINIMUM DENSITIES (SPA24-001) – INTRODUCTION AND FIRST\nREADING\nThe proposed Valley Boulevard Specific Plan Amendment would amend the\nSpecific Plan relating to ground floor office use and establish minimum\ndensities intended to implement the goals and programs identified in the 2021-\n2029 Housing Element. The Fiscal Year 2023-2024 Adopted Budget includes the\ncost for required legal publication (Account No. 121-702-00-65-000) and\ncodification (Account No. 121-702-00-22-000) of the ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the California Environmental\nQuality Act (CEQA). An Initial Study/Negative Declaration (IS/ND) was prepared\nfor the 2021-2029 Housing Element, as required by the California Environmental\nQuality Act (CEQA), Public Resources Code (PRC) Section 21000 et seq., the CEQA\nGuidelines, and the City of San Gabriel Local Guidelines for Implementing CEQA.\nThe IS/ND considered the policies and programs outlined in the Housing Element.\nThe Housing Element establishes objectives, policies, and programs to assist the\nCity in achieving state-mandated housing goals. No formal land use changes or\nphysical development are proposed at this time and future land use and physical\ndevelopment would require separate environmental evaluation.\nCity Council Regular Meeting Agenda – September 17, 2024 10\nRecommended Action:\nStaff recommends that the City Council:\n1 . Conduct the public hearing and discuss proposed Ordinance No. 710;\n2 . Waive full reading and introduce Ordinance No. 710 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN\nGABRIEL, CALIFORNIA, AMENDING THE VALLEY BOULEVARD\nSPECIFIC PLAN RELATING TO GROUND FLOOR OFFICE USE AND\nESTABLISHING MINIMUM DENSITIES.\n3. Waive future reading of the Ordinance and schedule the second reading\nand adoption of the Ordinance for the next regular City Council meeting.\nThe Ordinance would then become effective 30 days after adoption.
