L. RESOLUTION NO. 24-49 APPROVING THE SIDE LETTER OF AGREEMENT\nWITH THE SAN GABRIEL POLICE OFFICERS’ ASSOCIATION\nRepresentatives of the City and San Gabriel Police Officers’ Association (POA)\nmutually desire to improve the recruitment and retention of Police Officers and\nhave agreed to amend the standing Memorandum of Understanding (MOU) to\nmake education incentive and senior officer pay available to qualifying\ncandidates for Police Officer upon hire. The amended provisions shall have no\nretroactive applications or impact. Amending education incentive pay and\nsenior officer pay as recommended will have a cost impact of approximately\n$45,000 for Fiscal Year 2024-2025, of which $24,000 (53.3%) is attributed to\ncurrent to the anticipated increase in starting compensation for new hires made\nover the remainder of Fiscal Year 2024-2025. An Additional appropriation of\n$40,000 in General Funds is needed to cover the anticipated increase in police\npersonnel salaries for Fiscal Year 2024-2025.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 24-49, which\napproves the Side Letter of Agreement amending the standing MOU between\nthe City and POA and authorizes the City’s negotiators to execute the Side\nLetter of Agreement and increases General Fund appropriations $45,000 to\ncover increased costs to police personnel salaries for Fiscal Year 2024-2025.\nCity Council Regular Meeting Agenda – September 17, 2024 8
