FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A COOPERATIVE\nAGREEMENT WITH LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION\nAUTHORITY IDENTIFYING ROLES AND RESPONSIBILITIES RELATED TO THE DESIGN AND\nCONSTRUCTION OF THE NORTH HOLLYWOOD TO PASADENA BUS RAPID TRANSIT\nPROJECT AND RECEIVE REIMBURSEMENT OF UP TO $925,000 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project that is subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378, and as such, no environmental document pursuant to CEQA\nis required;\n(2) Authorize the City Manager to enter into a Cooperative Agreement with Los Angeles County\nMetropolitan Transportation Authority to identify the design and construction roles and responsibilities related to\nthe North Hollywood to Pasadena Bus Rapid Transit Project and receive reimbursement of up to $925,000\nthrough the life of the project; and\n(3) Amend the Fiscal Year 2025 Department of Transportation Budget by increasing revenue and\nexpenses to the General Fund Project Fund (105) by $348,000 for the Metro North Hollywood to Pasadena Bus\nRapid Transit Project.
